The Tunkhannock Township Board of Supervisors held their regular monthly meeting on September 18, 2006. Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II, Secretary/Treasurer Donna Verdes, Solicitor Ed Scacchitti, Zoning Enforcement Officer Kate Lambert, and area residents. Chairman Van Noy called the meeting to order at 4:00 PM.

September 5, 2006 Work Session
Motion was made by Supervisor Sterrett to accept the minutes and seconded by Supervisor Altemose, II. There being no further comments the motion passed unanimously.
Chairman Van Noy stated an Executive Session was held after the September 5, 2006 regular meeting for legal purposes.
Matters Arising: Proposed Resolution Correction for Garrison Joinder Deed that was approved on August 14, 2006. Resolution 2006-110 for the Garrison Joinder Deed needs to reflect Resolution number 2006-117 and not 2006-110.
Motion by Supervisor Altemose, II to have the record reflect that Resolution number 2006-117 is the number issued for the Garrison Joinder Deed and not 2006-110. Supervisor Sterrett seconded the motion there being no comments or questions the motion passed unanimously.

Motion by Supervisor Sterrett to accept the treasurer’s report. Seconded by Supervisor Altemose, II. There being no further comments, motion passed unanimously.
Bills in the amount of $65,574.52 were presented. Motion by Supervisor Sterrett to approve the bill list. Seconded by Supervisor Altemose, II. After comments and questions, motion passed unanimously.

Old Business:
Proposed Annual Pocono Mountain Book Fair to be held on August 11, 2007 from 11am to 7pm.
Motion by Supervisor Altemose, II, to approve the use of the Township Park for the first annual Pocono Mountain Book Fair to be scheduled for August 11, 2007 from 11am to 7pm with the following requirements:
1. Tunkhannock Township being named as additionally insured on a 1 million-dollar general liability policy.
2. A Hold Harmless Agreement to be signed by Pittershawn Palmer.
3. The Supervisors to be kept informed on the
progress of the event as it moves forward.
New Business:
Proposed Freddie & Joette Mills Joinder Deed Request. Freddie & Joette V. Mills were requesting permission to join two (2) lots in Emerald Lakes. The sewage and zoning departments, as well as the solicitor have reviewed the proposed deed and all is in order.
Motion by Supervisor Altemose, II, to adopt Resolution 2006-118, approving the joining of two (2) lots as follows:
Lot 5797 (Section D1, Tax ID No. 20/1C/1/412 and Lot 5798 (Section D1, Tax ID No. 20/1C/1/411 in Emerald Lakes. Seconded by Supervisor Sterrett. There being no comments or questions the motion passed unanimously.
- Proposed Consideration of approval of Minimum Obligation (MMO) 2007.

Motion was made by Supervisor Altemose, II to accept the 2007 Minimum Municipal Pension Obligation of $97,065.20 and to include it in the budget preparation. Seconded by Supervisor Sterrett. There being no comments or questions the motion passed unanimously.
- Proposed Windmill Ordinance with the development of windmills and other wind energy systems the Supervisors believe that it is in the best interest of the Township to amend the Tunkhannock Township Zoning Ordinance No. 2005-103, by establishing specific standards for windmills, wind turbines and wind energy conversion system (WECS) by special exception in all zones and adding the definition of wind energy conversion systems (WECS) and wind rotor. The Township Engineer Kevin Harrison has drafted a proposed amendment, which should be reviewed by the Township Planning Commission.
Motion was made by Supervisor Altemose, II, to have the Planning Commission review and comment on the Proposed Windmill Ordinance. Amending Zoning Ordinance 2005-103. Seconded by Supervisor Sterrett. There being no comments the motion passed unanimously.
- Proposed Wellhead Ordinance. The Township supervisors believe it is in the best interest of Tunkhannock Township to adopt a Wellhead Protection Ordinance designed to protect water supplies by managing the land surface around a well where activities might affect the quality of the water. Barrett Township has adopted a Well Head Ordinance which the Supervisors believe can serve as a model for our ordinance subject to review by the Planning Commission.
Motion was made by Supervisor Sterrett to have the Planning Commission review and comment on the proposed Well Head Ordinance. Supervisor Altemose, II, seconded the motion. There being no comments or question the motion passed unanimously.
- Proposed Henning Bridge Abandonment. The Henning Bridge has been a danger to the public; by request and review of the Board of Supervisors this bridge will be abandoned and removed with the proper permits and application necessary.
Motion by Supervisor Sterrett to authorize Roadmaster Bruce Walder to take all reasonable and necessary steps through the proper state and local agencies to file for abandonment of the Henning Bridge. The Board of Supervisors declares the abandonment necessary for the protection of public safety. Roadmaster Walder is to bring back information to the Supervisors for final note. Seconded by Supervisor Altemose, II. After comments and questions the motion passed unanimously.

Pocono Mountain School Board- reviewed new school going up and hopes to attend next meeting.
Supervisor Sterrett: EMA – No meeting
Tunkhannock Township Armed Forces Committee- Foundation is poured for Monument and committee is still hoping to have ready for November 11th.
Dept. of Public Works (DPW)- reviewed North Mountain Road, Toll Road and Stoney Hollow paving is completed. Street signs are in and progressing very well.

Supervisor Van Noy: Clymer Library – Resume received for Representative. After a discussion, Motion by Supervisor Altemose, II to appoint Patricia Kager as Library Representative for Tunkhannock Township.
Seconded by Supervisor Sterrett, there being no comments or questions, the motion passed unanimously.
Public Comments:
Maureen Sterner commented on the Overtime/Comp Time spreadsheet she received and individual performance awards. She also requested to meet with Chairman Van Noy in regard to the spreadsheet and she was asked to call and make an appointment and he will be back in town on September 22, 2006.
John Kadany commented on the Kuhenbeaker sign that was requested to be replaced last year.
There being no further public comments, Supervisor Sterrett made motion to adjourn the meeting. Seconded by Supervisor Altemose II, motion passed unanimously. The meeting adjourned at 4:32 p.m.
