TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS REGULAR MONTHLY MEETING - OCTOBER 10, 2006
The Tunkhannock Township Board of Supervisors held their regular monthly meeting on October 10, 2006. Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett, Francis A. Altemose, II, Secretary/Treasure Donna Verdes, and Solicitor Ed Scacchitti. Chairman Van Noy called the meeting to order at 7:00 PM.

Motion was made by Supervisor Altemose, II, to accept the minutes and seconded by Supervisor Sterrett. There being no further comments the motion passed unanimously.
Chairman Van Noy stated there were Executive Sessions held following the September 18th regular meeting and prior to and following the October 2nd work session all were for legal reasons.
Matters Arising: Reason for employee overtime for September 27, and 28, 2006. The board commented that the employees that were here on those dates and donated their time to install computer lines on October 12, 2006 it was clarified that Roger was here on own time for Monument Committee meeting he’s a member. Donna was here donating her time to the Monument Committee.
Treasurer’s Report: Treasurer Donna Verdes presented the Treasure’s report:
General- Receipts $194,186.16
Disbursements $239,317.52
General Balance $698,757.55
Liquid Fuels- Liquid Fuels Balance $507,119.71
Bills in the amount $242,207.80 were presented. Motion by Supervisor Sterrett to approve the bill list and seconded by Supervisor Altemose, II. After comments and questions, the motion passed unanimously.
Announcements: Supervisor Sterrett addressed the Gypsy moth Survey that performed and reviewed the findings from Monroe County Vector Control. The letter states since there were no qualifying acres in our Township; no blocks will be submitted for spraying.
Notification of meetings being canceled or rescheduled was a courtesy done in the past and is not required. Therefore going forward this will not be done since it is unfair practice to residents. All meeting information is posted in the Pocono Record and on the door of the Township building.

New Business: Proposed transfer of funds from open space to general. There were expenditures for open space acquisitions for the Moyer and Kim properties that were not budgeted for 2006, paid for out of the General Fund. The Supervisors propose transferring funds out of the Open Space Fund to replenish the General Fund for those expenditures. Motion by Supervisor Sterrett to adopt Resolution 2006-120 authorizing the transfer of $4,100.00 from the Open Space Fund to replenish the General Fund line items 400.310 ($2,000) and 414.310 ($2,100) for open space expenditures. Seconded by Supervisor Altemose, II. There being no questions or comments the motion passed unanimously.

Conditional Use Application for Pocono Raceway Resort Community is not complete. Therefore, it is not ready to go before the Planning Commission based on the information Solicitor Scacchitti reviewed from Zoning Enforcement Officer Kate Lambert.
Public Comments:
Marjorie Nowinski: Questioned Zoning Enforcement and Waste Managements visit last week to developments. How many DWP workers?
Marie Rivera: Questioned last months meeting minutes regarding employee pension plan vs. regional police pension plan, why is our plan higher then regional? How do we determine comp time, sick and vacation.
Betty Terrell-Cruz: What are the office hours? Open Space transfer of funds doesn’t match amount in bills why? Why do we post next months bills now? A request was made prior for questions on the budget and asked if the Supervisors had the opportunity to review them for a response. How does the windmill work and what is our benefit. Also would the Township support a large windmill farm.
Maureen Sterner: Requested six items at last meeting and asked why it takes 30 days to get the information. Individual performance awards for 2004 if any and who was given them? She further asked questions in regard to comp time, vacation etc. and she referred to the Personnel Policy.
George Henning: Asked how vacation time unused is carried over?
Irving Midgette: Asked when the trees would be cut back at the canopy on Heller’s Lane?
There being no further public comments, Supervisor Altemose, II made a motion to adjourn the meeting. Seconded by Supervisor Sterrett, motion passed unanimously. The meeting adjourned at 8:18pm.
