MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS’
REGULAR MEETING NOVEMBER 13, 2007
The Tunkhannock Township Board of Supervisors held their Regular Meeting on November 13, 2007. Those in attendance were Supervisors' Jim Sterrett, Francis A. Altemose, II, Assistant Secretary Maria Wieand, Zoning Enforcement Officer Kate Lambert, Assistant Treasurer/Sewage Enforcement Officer Bev Riker, Solicitor Armand Olivetti and area residents. Chairman Van Noy was absent, and Vice-Chairman Sterrett called the meeting to order at 7:00pm.

Supervisor Altemose, II made a motion to accept the minutes and it was seconded by Supervisor Sterrett. There being no further comments the motion passed unanimously.

Matters Arising: None
Treasurer's Report: Jim Sterrett presented the Treasurer’s report after Bev Riker directed him to read it.
General Fund: Receipts $85,637.79
Disbursements $573,291.94
General Fund Balance: $139,990.00
Liquid Fuels Balance: $291,136.90
Motion by Supervisor Altemose, II to approve the Treasurer’s report, and it was seconded by Supervisor Sterrett. Marie Rivera asked why there is a $140,000 difference in the balance from what was reported for the month. It could have something to do with the Open Space money, but Bev Riker Assistant Treasurer will investigate and let Marie Rivera Know. After comments and questions the motion passed unanimously.
Bill List: Bills in the amount of $228,429.99 were presented. Motion by Supervisor Altemose, II to approve the bill list, and it was seconded by Supervisor Sterrett. After questions and comments, the motion passed unanimously.

Vice-Chairman Sterrett read the meeting schedule.
Old Business:
- Proposed letter of recommendation to Monroe County Commissioners recommending additional funding to sustain the Open Space program. A motion by Supervisor Altemose, II, recommending a letter be sent to the Monroe County Commissioners and the open Space Advisory Board stating our recommendation to provide $13 million in additional funding to sustain the counties open space program. Seconded by Supervisor Sterrett and after comments and questions the motion passed unanimously.
New Business:
- Proposed recommendation to the Inter-Municipal Draft for PMREMS. A motion by Supervisor Altemose, II, recommending the Inter-Municipal Draft agreement with the addition of adding the proper representation be added to the contract agreement by each municipality. Seconded by Supervisor Sterrett and after questions and comments the motion passed unanimously.
Proposed authorization for Plan reviews by the Township Engineer requested by the Zoning Officer. A motion by Supervisor Altemose, II, to approve the Zoning Officer to contact the Township Engineer for Plan reviews when necessary and if any review cost will exceed $300.00, prior approval will be required by the Board of Supervisors. Seconded by Supervisor Sterrett, there being no comments or questions the motion passed unanimously.

Marie Rivera- Do we know any information about the Bethlehem Water Authority Land, and why did they get appraisals? Do we know of any other properties they may be selling?
Maureen Sterner- Can we use Open space funds to get development rights?
Gary Verdes- Passed
Jim Davenport- Henning Property if it had gone to a development instead of open space we would have each home generating $5000 in taxes and to put a child through Pocono Mountain School District the cost $12,000 per year. It doesn’t make sense not to do as much open space acquisition as possible.
Rob Amato- He would like to know how to file a grievance with Guardian Inspection’s and how to go around Guardian in this Township? An appeal will need to be filed at the Building Codes Appeal Board.
Motion to adjourn by Supervisor Altemose, II, and seconded by Supervisor Sterrett. There being no further comments the motion passed unanimously. Meeting adjourned at 7:54 pm.
