MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS
REGULAR MONTHLY MEETING MAY 8, 2006
The Tunkhannock Township Board of Supervisors held a work session on May 8, 2006. Those in attendance were Supervisors' Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II, Secretary/Treasurer Donna Verdes, Solicitor Ed Scacchitti and area residents. Supervisor Van Noy called the regular monthly meeting to order at 7:25PM.

Motion by Supervisor Altemose II to approve the minutes as written. Motion passed unanimously.
Supervisor Van Noy stated Executive Sessions where held prior to the May 1, 2006 work session and after for Legal & personnel reasons.

Treasure’s Report: Treasure Donna Verdes presented the Treasure’s Report General-
Receipts $226,684.51
Disbursements $ 88,009.48
General Balance $398,254.61
Liquid Fuels – Liquid Fuels balance $492,589.60
Motion by Supervisor Van Noy to accept the treasurer’s report. Seconded by Supervisor Sterrett. There being no comments motion passed unanimously.
Bills in the amount of $71,988.84 were presented. Motion by Supervisor Altemose, II to approve the bill list. Seconded by Supervisor Sterrett, after comments motion passed unanimously.
Announcements: Chairman Van Noy announced the following:
He introduced Maria Wieand – The Receptionist/Clerk for the Township
Supervisor Sterrett read the Penn Dot Letter thanking the Supervisors and DPW department for their help during the April 5, 2006 unexpected & intense snowstorm. The letter came from Robert P. Mudrick.
Chairman Van Noy read the meeting schedule.
Old Business:
- Proposed Appointments for the Economic Development Committee (EDC)- Supervisor Altemose, II made a motion to appoint the following people to the EDC:
- Ned Ramm to a 3 year term
Seconded by Supervisor Sterrett. There being no comments, motion passed unanimously.
- Proposed Ferrara Joinder Deed, reviewed by Sewage and Zoning Departments, as well as the Solicitor and all is in order. A motion was made by Supervisor Sterrett to adopt Resolution #2006-110 approving the joining of 5 lots. Tax map number’s 20/15/1/78 (Lot #2001), 20/1A/1/123 (Lot #822), 20/1A/1/124 (Lot #823), 20/1A/1/125 (Lot #825), and 20/1/1A/126. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.
- Proposed Perc Technician Appointment: A motion was made by Supervisor Altemose, II to appoint Justin Keesler as the Alternate Percolation Technician based on recommendations by SEO Bev Riker. Motion made by Supervisor Altemose and seconded by Supervisor Sterrett. There being no comments, motion passed unanimously.
New Business:
- Proposed Jeffers/Shulin joinder deed was reviewed by Sewage and Zoning Departments, as well as the Solicitor and all is in order, a motion to approve joinder deed Tax ID No. 20/11/1/2 & parcel 2 Tax ID No. 20/11/1/3,
made by Supervisor Altemose, II and seconded by Supervisor Sterrett. There being no comments, motion passed unanimously.
- Proposed appointments for Zoning Hearing Board Members: A motion was made by Supervisor Altemose, II to appoint Linda Casiano who is presently Alternate Zoning Hearing Board member to regular member to fill out the term of Richard Guinan until January 2007, Seconded by Supervisor Sterrett. There being no comments, motion passed unanimously.
- Proposed Resolution regarding Cable Franchising Legislation – Motion by Supervisor Altemose, II to adopt Resolution 2006-112 opposing state and national franchising legislation and to furthermore send letters to our senators, congress, and US Senators with a copy of the Resolution. Seconded by Supervisor Sterrett. There being no comments, motion passed unanimously.
- Proposed New Stormwater Ordinance – Motion by Supervisor Altemose, II to adopt the New Stormwater Ordinance 2006-101 pursuant to act 167, the Stormwater Management act to regulate land use activities that affect water run off and surface and groundwater quality and quantity seconded by Supervisor Sterrett. There being no comments roll call for vote was taken by Chairman Van Noy: Supervisor Altemose, II; yes, Supervisor Sterrett; Yes, Chairman Van Noy; yes. The motion passed unanimously.
- Proposed New Floodplain Ordinance – Motion by Supervisor Sterrett to adopt the New Stormwater Ordinance 2006-102. To comply with Federal and State Floodplain management requirements to minimize the danger to the public health by preventing or minimizing flood damage and reduce financial burdens imposed on the township by Preventing excessive development in areas subject to flooding. Seconded by Supervisor Altemose, II. There being no comments roll call for vote was taken by Chairman Van Noy: Supervisor Altemose, II; yes, Supervisor Sterrett; Yes, Chairman Van Noy; yes. The motion passed unanimously.

Chairman Van Noy opened the floor to public comments:
Public Comments:
Marge Nowinski commented on the requirements of OSHA regarding a men and women’s room must be provided in Township Buildings. Chairman Van Noy said he would look into it.
Ellen Lott commented on the Burning ban and if the Planning Commission minutes and Agenda could be put on the web site.
Betty Terrell-Cruz suggested that the public should attend all school board meetings and voice their concerns on the construction and debt. She suggested that residents should run for school board positions. She further commented on Hypsie Gap road is in need of repair and she asked why it isn’t being done.
Marie Rivera also commented on Hypsie Gap road.
Ellen Lott commented on that the Whippoorwills are very active along Hypsie Gap Road and if you want to hear them, you should drive down in the evenings to hear them.
There being no further comments, Supervisor Sterrett made a motion to adjourn the meeting. Seconded by Supervisor Altemose, II. Motion passed unanimously. The meeting adjourned at 8:20PM.
