MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS

REGULAR MONTHLY MEETING HELD MARCH 13, 2006

The Tunkhannock Township Board of Supervisors held their regular monthly meeting on March 13, 2006. Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II, Secretary/Treasurer Donna Verdes, Solicitor Ed Scacchitti, Zoning Enforcement Officer Kate Lambert and area residents. Chairman Van Noy called the meeting to order at 7:00 PM.

Chairman Van Noy welcomed back Marge Nowinski.

The following minutes were presented: February 22, 2006 Work Session

March 6, 2006 Work Session

Motion by Supervisor Sterrett to approve the minutes as written. Motion seconded by Supervisor Altemose, II. There being no further comments. Motion passed unanimously.

Supervisor Van Noy stated Executive Sessions were held following the February 13, 2006 Regular meeting and February 22, 2006 Work Session for personnel and legal reasons.

Matters Arising: None

Treasurer's Report: Treasurer Donna Verdes presented the Treasurer’s report

General - Receipts $142,903.84

Disbursements $227,015.25

General Balance $293,765.79

Liquid Fuels - Liquid Fuels Balance $379,741.59

Motion by Supervisor Sterrett to accept the treasurer’s report. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

Bills in the amount of $65,311.26 were presented. Motion by Supervisor Sterrett to approve the bill list. Seconded by Supervisor Altemose, II. After comments and questions, motion passed unanimously.

Announcements: Chairman Van Noy announced the following:

He introduced Kate Lambert – The new Zoning Enforcement Officer.

Chairman Van Noy read the meeting schedule.

New Business:

- Proposed Execution of Penn Star Bank Loan Commitment Letter – Chairman Van Noy explained that Bill Bourke was instrumental in starting this last year – in regard to a loan coming do with the fire house. There is an opportunity to reduce the amount of time by 5 years at fixed rate instead of variable rate. Bill Bourke stated that by restructuring the loan it would save the Fire Co. approximately $13,700 over the course of the loan (9.5 years at 4.68% interest). Motion by Supervisor Sterrett to authorize the Chairman of the Board of Supervisors to execute the Penn Star Bank loan commitment letter to refinance the Tunkhannock Township Volunteer Fire Co.’s mortgage at a fixed rate of interest. Seconded by Supervisor Altemose, II. After comments motion, motion passed unanimously.

- Proposed scheduling and advertising of Special Public Meeting – Motion by Supervisor Sterrett to schedule and advertise a Special Public Meeting for Wednesday, March 22, 2006 at 5:15pm to consider the adoption of Borrowing Ordinance No. 2006-108 to refinance the Tunkhannock Township Volunteer Fire Co.’s mortgage at a fixed rate of interest. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

- Proposed advertising for bulk trash bids – Motion by Supervisor Sterrett to advertise for Spring & Fall Bulk Trash Bids for the weekends of May 12 – 15th and September 8 –11, 2006 (9am – 6 pm). Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

Reports: Chairman Altemose, II stated the he sent a letter to each representative in Tunkhannock, Tobyhanna, Coolbaugh and Mount Pocono requesting input in regard to moving forward with the Regional Comprehensive Land Use Plan. To date received several enthusiastic reports from Coolbaugh, one enthusiastic reports from Tobyhanna and received no reply from Mount Pocono. They will move forward with Coolbaugh and try to round up enough support from Tobyhanna. Bill Bourke stated that the reason there might not have been any response from Mount Pocono Borough is that the gentleman that was on the committee before is no longer in office. He thinks that John Finnerty might be the contact now. Chairman Van Noy stated that there was no meeting for Joint Building Codes. Regarding the Pocono Mountain Regional Police, Mike Gillen reported the at the last meeting they recognized Bill Bourke for his years of service on the Board. Also, the District Attorney, Dave Christine on behalf of the Monroe County Drug Task Force presented one of our police officers' Lucas Bray the "Officer of the Year Award for 2005" for his work with drug enforcement and FBI Agent Kevin Wevodeau a Certificate of Appreciation for 2005 for his dedicated service. Our regional police have the most drug arrests and investigations in the County. Also it was mentioned that we should have new 911 Addressing in place within 8 months.

Supervisor Sterrett reported that there was no EMA meeting last month and the Clymer Library minutes were posted.

Supervisor Altemose, II stated that the EAC minutes were posted and when we receive the COG and EMS minutes they would be posted.

Monroe County Task force and Planning Commission - Chairman Van Noy stated they were posted.

Public Comments:

Carolyn Hall – Commented on her problem on her private road (Deep Lake Road) off of Heller’s Lane with a tractor-trailer that was parked on her road after being chased by police for parking on Heller’s Lane. The truck had put huge ruts in the road. Dot, has been helping her with some of the problems. The Supervisors suggested that we get an opinion letter from the Roadmaster, Bruce Walder and Chief Lamberton in regard to placing a sign on Heller’s Lane regarding trucks parking on that road. Since truck parking on Heller’s Lane would be a public safety issue. The solicitor suggested that a sign stating "Local Deliveries Only" would limit truck traffic except for local deliveries and a "No Parking Sign". Both could then be enforced by Regional Police. We would need recommendations before moving forward with a motion for the signs.

Margorie Nowinski – Passed.

Marie Rivera – Passed.

Betty Terrell-Cruz – Commented on structure of Township and the Zoning Hearing Board.

Bill Bourke – Gave a status report in regard to the 150th Anniversary. Doc Mattioli has agreed to let the Township use his field to stage the parade. The committee couldn’t get the H.S. Band East and West are out of session during the summer in addition the Seniors have just graduated. They looked into the possibility of two pipe bands to march. He has secured one and is looking to secure the other one. They have secured the tent, table and chairs to use as the eating facility. They have touched based with the Fire Co. and they will reach out to the ambulance corps.; Chestnut Hill and from Tobyhanna to actually do the cooking so they can use this as a fund raiser. He is reaching out to the different dignitaries that would like to speak and send them a special invitation i.e. the U.S. President, U.S. Senators, U.S. Representatives, State Senators and Representatives and the Governor and County Commissioners as well as the Supervisors. He estimates that the parade would last approximately 1.5 hours and start at 10:30 and end at noon. The festivities will start at noon with the dignitaries speaking. They will be sending letters to the local business to support us financially as well as if they want a booth to display their wares. The Pocono Mountain Regional Police motorcycle officers would lead the parade. They have been in touch with the Tobyhanna Army depot in regard to the color guard and is waiting for a response. Parade marchers he will be contacting the American Legion, The Veterans of Foreign Wars and the Bronx River Veteran’s that meet here, as well as the Boy Scouts, Girls Scouts and Cub Scouts. He will also invite other Townships to have their trucks in the parade and all fire companies in the County. Pittershawn Palmer has the task of putting together the history of Long Pond and she has been in touch with various people in the Township. There is very little information from the Historical Society except that we were derived from Tobyhanna Township in 1856 with no exact date and 2 years prior to that Penn Forest left Tobyhanna Township.

Ellen Lott stated that there was some old information given to the Historical Association of Tobyhanna Township. Bill Bourke stated they he would inform Pittershawn.

Roadmaster, Bruce Walder stated that Long Pond Road paving would be completed this year all the way out to Route 115.

There being no further public comments, Supervisor Sterrett made motion to adjourn the meeting. Seconded by Supervisor Altemose, II. Motion passed unanimously. The meeting adjourned at 7:45 p.m.
