MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS

 REGULAR MONTHLY MEETING HELD MARCH 12, 2007

The Tunkhannock Township Board of Supervisors' held their regular meeting on March 12, 2007.  Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett, and Francis A. Altemose, II, Secretary/Treasurer Donna Verdes, Solicitor Ed Scacchitti, Zoning Enforcement Officer Kate Lambert, and area residents.  Chairman Van Noy called the meeting to order at 7:00pm.

Motion was made by Supervisor Altemose, II, to accept the minutes and seconded by Supervisor Sterrett.  There being no further comments the motion passed unanimously. 

Public Comments to Items on Agenda:

Betty Terrell-Cruz: Questioned why the office will be closed April 6, 2007 and is it on the approved Holiday on the schedule and how may paid holidays are there?

Treasurer's Report:           Treasurer Donna Verdes presented the Treasurer's report

                                                General Fund:                       Receipts                 $146,015.20

                                                                                            Disbursements         $95,757.73

                                                General Fund Balance:                                                        $212,769.85

                                                Liquid Fuels Balance:                                                          $210,122.96

Motion by Supervisor Sterrett to accept the Treasurer's Report.  Seconded by Supervisor Altemose, II.  There being no further comments, motion passed unanimously.

Bill List: Bills in the amount of $59,676.07 were presented.  Motion by Supervisor Sterrett to approve the bill list.  Seconded by Supervisor Altemose, II.  There being no further comments the motion passed unanimously.

Presentation of Awards:   

Ronald Wieand – Twenty One (21) years of service to the Planning Commission

Philip Francabandera - Twenty One (21) years of service to the Planning Commission

Gary Riley - Four (4) years as Emergency Management Administrator

Francis Altemose, Sr (who was not present due to illness) One (1) six year Term as Supervisor and seventeen (17) years of service to the Planning Commission. 

Chairman Van Noy read each Resolution and awarded each member with a framed Resolution and engraved acrylic award of distinguished services

Chairman Van Noy read the meeting schedule. 

Old Business:

-               Proposed Amendment to Zoning Ordinance #2005-103 amending Article IV – Additional Requirements for Specific Uses, 73.  Setbacks.  Motion by Supervisor Altemose, II to adopt Ordinance 2007-100 amending the Tunkhannock Township Zoning Ordinance 2005-103, Article IV Section 402 A. 73 “Setbacks” by establishing a 150-foot buffer for streets from the floodplain.  Seconded by Supervisor Sterrett.  Roll call vote was taken, Chairman Van Noy – Yes, Supervisor Sterrett – yes, Supervisor Altemose, II – yes.  

-                      Proposed Amendment to Zoning Ordinance #2006-103 establishing specific standards for windmills, wind turbines and wind energy conversion systems (WECS) and by adding the definitions of wind energy conversion systems (WECS) and wind rotor.  Motion by Supervisor Altemose, II to adopt Ordinance 2007-101 amending Tunkhannock Township Zoning Ordinance 2005-103, by establishing specific standards for windmills, wind turbines, and wind energy conversion systems (WECS) and by adding the definition of wind energy conversion system (WECS) and wind rotor.  Seconded by Supervisor Sterrett. Roll call vote was taken, Chairman Van Noy – Yes, Supervisor Sterrett – yes, Supervisor Altemose, II – yes.

New Business:

-               Proposed 911 Re-Addressing Project Advertising

Supervisor Van Noy:           Joint Building Codes - No meeting

                                           Pocono Mountain Regional Police Board – Mike Gillen reported block grant received

                                           Pocono Mountain School Board- meeting 3/21/07 all should attend

                                           Clymer Library- Pat Kager mentioned the misprint in the Pocono Record 17% not 100% from state funding.

Supervisor Sterrett:              EMA - No meeting

                                           Dept. of Public Works (DPW) – equipment repairs, pot hole repairs starting with nice weather

Supervisor Altemose, II:     EAC - Report posted

                                          Joint Open Space Committee – Report Posted

                                          COG - Report posted

                                          EMS - Report posted

                                          Regional Comprehensive Land Use Plan - No meeting

Bruce Walder:                       Monroe County Task Force – No Report

Dot  Trauger:                        Township Planning Commission - Minutes posted

Public Comments: 

Mike Gillen: Thanked the Zoning department for following up on the sign that was down at Toll Road & Route 115.

John Kadany: Asked if the board had an answer to employees working with out pay after hours.

Betty Terrell-Cruz: Asked why the Township had imposed a franchise fee on residents of IML.

There being no further public comments, Supervisor Altemose, II made a motion to adjourn the meeting.  Seconded by Supervisor Sterrett, motion passed unanimously.  The meeting adjourned at 7:34pm.
