MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS

REGULAR MONTHLY MEETING HELD JUNE 15, 2006

The Tunkhannock Township Board of Supervisors held their regular monthly meeting on June 15, 2006. Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II, Substitute Secretary Maria Wieand, Solicitor Ed Scacchitti, Zoning Enforcement Officer Kate Lambert, Road Master Bruce Walder and area residents. Chairman Van Noy started the meeting following the Public Hearing at 7:05 PM.

Opening of Paving Bids: Chairman Van Noy opened the sealed bids presented by:

Locust Ridge Quarry $269,159.00

Pennsy Supply/Slusser Bro. $272,786.50

Hanson Aggregates $294,890.05

The bids were read aloud and turned over to Bruce Walder, Road Master to review and complete a paving spread. The bid will be awarded under new business later in the meeting.

Francis A. Altemose, II made a motion to accept the minutes as written. Jim Sterrett seconded the motion. They’re being no comments. Motion passed unanimously.

Supervisor Van Noy stated Executive Sessions were held prior to after May 8, 2006 Regular Meeting for legal and personnel reasons and prior and after June 5, 2006 Work Session for personnel and legal reasons.

Matters Arising: None

Treasurer’s Report: Maria Wieand presented the Treasurer’s report in the absence of Donna Verdes.

Receipts: $520,256.69

Disbursements: $159.549.57

General Balance: $820,667.92

Liquid Fuels-Liquid fuels balance $493,913.75

Motion by Supervisor Altemose, II to accept the treasurer’s report. Seconded by Supervisor Sterrett. There being no comments, the motion passed unanimously.

Bills in the amount of $290,344.17 were presented. Motion by Supervisor Altemose, II to approve the bill list. Seconded by Supervisor Sterrett. After comments and questions, motion passed unanimously.

Announcements: Chairman Van Noy announced the following:

            Senate Citation & Congratulations and made a suggestion it be framed and placed in the building.

             Pocono Boy Singers flyers where placed in the lobby

            Office Closed July 4, 2006 for Independence Day

The public commented on the retirement of Representative Tigue and noted a citation to be awarded in his honor on August 16th at Murphy's Loft at 6pm in Blakeslee.

Chairman Van Noy read the meeting schedule.

NEW BUSINESS:

- Proposed additional monies for the Pocono Mountain Emergency Medical Services. Motion made by Supervisor Sterrett to table this until the July 10, 2006 meeting. Seconded by Chairman Van Noy, Supervisor Altemose, II sustaining from the vote. After comments and questions the motion passed with 2 yes votes and 1 sustained.

- Proposed Resolution Implementing the National Incident Management System in order to qualify for grants and FEMA/PEMA reimbursements. Motion made by Supervisor Sterrett to adopt Resolution 2006-113 Implementing the National Incident Management System. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

- Proposed Official Date for the 150th Anniversary of Tunkhannock Township. Motion made by Supervisor Altemose, II to adopt Resolution 2006-114 establishing July 8th as the official date of incorporation for Tunkhannock Township, Monroe County, and Pennsylvania in preparation for the 150th Anniversary Celebration scheduled July 8, 2006. Seconded by Supervisor Sterrett. There being no comments, the motion passed unanimously.

- Proposed Ordinance amending the SALDO Ordinance #2005-101 adopted March 14, 2005. The planning Commission has recommended definition changes and other amendments to the SALDO Ordinance adopted March 14, 2005 Ordinance #2005-101. A public hearing was held prior to this regular meeting. Motion made by Supervisor Altemose, II to adopt Ordinance 2006-103 amending the SALDO Ordinance 2005-101. Seconded by Supervisor Sterrett. There being no comments or questions roll call was taken: Supervisor Altemose, II – yes, Supervisor Sterrett – yes, Chairman Van Noy – yes. Motion passed unanimously.

- Proposed Amendment to Zoning Ordinance for Raceway Village Extended Stay Resort. Pocono International Raceway wishes to develop an Extended Stay Resort on Land previously approved for single family residential development and has filed a petition for a zoning change with Tunkhannock Township along with Proposed zoning amendment creating a new overlay zoning district. A motion was made by Supervisor Altemose, II, to refer Pocono Raceway Village proposed zoning amendment to the Tunkhannock Township Planning Commission, Monroe Cunty Planning Commission for review and recommendations, and to advertise a Public Hearing to be held on July 26, 2006 at 5:00pm and to advertise for a special Public Meeting following the Public Hearing to consider the adoption of the proposed Zoning Ordinance Amendament. Seconded by Supervisor Sterrett. After comments and questions the motion passed unanimously.

- Proposed General Obligation Fixed Rate Note for Various Capital Projects. The Tunkhannock Township Supervisors have received a proposal from Penn Star Bank for the issuance of a $300,000.00 General Obligation Note for various capital projects. Motion made by Supervisor Altemose, II to authorize the Chairman of the Board of Supervisors to execute the Penn Star Bank proposal letter and directing the solicitor to take all reasonable and necessary steps to obtain approval from DECD for the loan. Supervisor Sterrett seconded the motion. After questions and comments were answered the motion passed unanimously.

- Proposed Purchase of the Moyer Property. The solicitor has prepared an option agreement to purchase 62 acres +/- from Larry and Ann Moyer for the sum of $399,900.00 per the appraisal. Motion was made by Supervisor Altemose, II to enter into option agreement with Larry and Ann Moyer to purchase their property under terms of sale acceptable to the Township. Seconded by Supervisor Sterrett. After comments and questions the motion passed unanimously.

- Bid Letting –Awarding of Paving Bid. Sealed bids were accepted at the opening of the meeting. At the submittal of the Paving Spread from Road Master Bruce Walder a motion was made by Supervisor Altemose, II to award the bidding to Locust Ridge Quarry at a cost of $269,159.00. Seconded by Supervisor Sterrett. There being no comments or questions the motion passed unanimously.

Pocono Mountain Regional Police Board – Mike Gillen gave updates from meeting.

Pocono Mountain School Board – none

Supervisor Sterrett: EMA – gave update on Race weekend.

Tunkhannock Township Armed Forces Committee – Ground breaking will take place at the 150th celebration, and on Veteran’s Day 11-11-06 the TTAFMC committee is hoping to have the unveiling of the monument.

Supervisor Altemose: EAC - minutes posted. Joint Open Space Committee –minutes posted.

Regional Comprehensive Land Use Plan - none

Bruce Walder: Monroe County Task Force – no report missed meeting.

Dot Trauger: Township Planning Commission - none- dates reviewed for next work session & meeting.

Bill Chatham: Clymer Library – minutes posted.

Bill Bourke: 150th Anniversary Committee – none- donations are coming in and Dot Trauger is keeping information in Bill’s absence.

Public Comments: Chairman Van Noy opened the floor to the public.

There being no other comments a motion was made by Supervisor Sterrett to adjourn the meeting, seconded by Supervisor Altemose, II and passed unanimously. Meeting adjourned at 8:38pm.
