MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS
REGULAR MONTHLY MEETING HELD JUNE 15, 2005
The Tunkhannock Township Board of Supervisors held their regular monthly meeting on June 15, 2005. Those in attendance were Supervisors Francis Altemose, II, Jim Sterrett and William Bourke, Secretary/Treasurer Donna Verdes, Solicitor Ed Scacchitti and area residents. Chairman Altemose, II called the meeting to order at 7:30 PM.
The following minutes were presented: April 11, 2005 and May 9, 2005 regular meeting. May 25, 2005 public hearing, May 25, 2005 and June 6, 2005 work sessions. Motion by Chairman Altemose, II to approve the minutes as written. Motion seconded by Supervisor Sterrett. There being no comments. Motion passed unanimously.
Treasurer's Report: Treasurer Donna Verdes presented the Treasurer’s report
General - Receipts $303,133.64
Disbursements $114,262.38
General Balance $604,389.07
Liquid Fuels - Liquid Fuels Balance $555,815.67
Motion by Supervisor Bourke to accept the treasurer’s report. Seconded by Supervisor Sterrett. There being no comments, motion passed unanimously.
Bills in the amount of $98,755.86 were presented. Motion by Chairman Altemose, II to approve the bill list. Seconded by Supervisor Bourke. After comments and questions, motion passed unanimously.
Announcements – Supervisor Bourke announced the following:
- Clymer Library Book Mobile (June 17 & July 1, 1-2 pm)
- Independence Day - Office Closed (Monday, July 4)
- Tunk Fest – Need Volunteers (Saturday, July 9, 12-4 pm)
Chairman Altemose, II read the meeting schedule.
Old Business: Silver Companies Request – Supervisor Bourke explained at the last work session the Silver Companies discussed with the Board their Active Adult Community Project as well as the density issue. Also discussed having the Township Professionals meet with the Silver Companies to further review the project.
Motion by Supervisor Bourke designating Township Zoning Officer, Planning Commission Solicitor, Township Engineer and any other Township Representatives deemed necessary to meet with representatives of the Silver Active Adult Communities to discuss options acceptable to the Township which may accommodate the project. All of the Township’s costs for its representative will be billed and reimbursed by the Silver Companies. Seconded by Supervisor Sterrett. After comments, motion passed unanimously.
New Business: Awarding of road Paving Bid – Chairman Altemose, II stated the bids were opened at the May 25 work session. The bid results were as follows: Locust Ridge Quarry at $195,792.55, Slusser Brothers at $219,302.00 and Hanson Aggregates at $199,805.90. The bids were reviewed by the Roadmaster and all is in order. The streets to be paved are Hellers Lane from SR-4002 to end, Mountain Road T-628 to end, Mountain Road Cul de sac, Yellowstone Drive to Township Line and Toll Road to T-627. Motion by Chairman Altemose, II to award the Paving project to the lowest bid, Locust Ridge Quarry in the amount of $195,792.55. Seconded by Supervisor Bourke. After comments, motion carried unanimously.
Tunkhannock Township Armed Forces Memorial Committee Request – Supervisor Sterrett explained the Committee requested a waiver for the $300.00 fee of Ordinance 3.219 Transient Retail License at the June 6, 2005 work session. He stated that at the last minute the committee obtained a spot on Route 115 for race weekend to raise money for the monument. Bill and Agnes Kirkpatrick donated the space. Motion by Supervisor Sterrett waiving the Retail Merchant’s License fee for the Tunkhannock Township Armed Forces Monument Committee to be effective as of June 6, 2005. Seconded by Supervisor Bourke. After comments, motion carried unanimously.
Reports: Chairman Altemose, II stated there was no report available for the EAC.
Joint Open Space - He thanked Anne Sincavage for her dedication, perseverance and that without her the acquisition of 24 acres in Tobyhanna Township by Tunkhannock Township and Tobyhanna Township would not have happened for active recreation. COG no minutes. EMA - no meeting.
Supervisor Sterrett stated that the EMS minutes were posted and the Clymer Library minutes will be posted when we receive them.
Regional Comprehensive Use Plan - Supervisor Bourke stated that all four municipalities have approved the plan as written except for revisions to Section 3. Next step is to form a Joint Committee for planning of the Zoning and Saldo Ordinances so that they match in all four municipalities which consists of Tobyhanna, Tunkhannock, Coolbaugh and Mount Pocono. There will be grant monies available to complete the next step.
Joint Building Codes - Supervisor Bourke stated that nothing significant to report.
Pocono Mountain Police Board - Supervisor Bourke stated that for the month of May they handled 1,396 calls and Tunkhannock Township had 201 complaints. The complaints through the month of May for Tunkhannock Township were 918 for 5 months. He feels we will have over 2000 complaints by the end of the year. He further read other statistics regarding the type of calls. He stated that we are 291.91 hours under our hours for the year but will probably be used up by the race. A lengthy discussion followed.
Monroe County Task Force - will be posted when available.
Township Planning Commission - minutes are posted.
Public Comments: Betty Terrell-Cruz – announced the bus service was coming July 11 on an experimental basis and asked if the bus schedule could be posted in the lobby. The Supervisor thanked her for a job well done. She also commented on the re-addressing. Supervisor Bourke stated that Tunkhannock Township is done renaming the streets and the next step is the County will be hiring a consultant once funding is secured.
Marge Nowinski – commented on number of employees that worked on the Stoney Hollow Road repair project.
Errol Bailey – Commented on Amusement Tax, EIT and the School Board not opting in to Act 72.
Richard VanNoy – asked if the Supervisor’s could have the Roadmaster contact Penn Dot regarding the grate on Route 903.
Maureen Sterner – Reminded the Supervisors of Mary Sweeney’s hard work in regard to the Top of the Mountain Joint Open Space acquisition of the Blue Ridge property off of Route 115 and how closely she worked with Anne Sincavage. She commented the Cable Franchise Agreement, the Recycling Grant, the Fire Companies letter in regard to exercise options and reminded the Supervisors about the exercise trail in the back and mentioned it would be wonderful cardiovascular exercise. Further commented on Bulk Trash and the 2005 budget advertisement.
There being no further public comments, Supervisor Sterrett made motion to adjourn the meeting. Seconded by Supervisor Bourke. Motion passed unanimously. The meeting adjourned at 8:20 p.m.
