Monroe County, Long Pond, Pennsylvania
The June 24, 2009, work session followed by a regular meeting of the Tunkhannock Township Board of Supervisors was called to order at 7:03 pm by Co-Chairman Sterner.
Supervisors: Sterner, Davenport, Secretary Wieand, Solicitor Lyons and area residents. Absent: Supervisor Van Noy
Stoltzfus: We received a letter dated 6/17/09 from Samuel Stoltzfus that arrived hand delivered to our office 6/22/09. Solicitor Lyons has reviewed the letter and prepared an amendment to the developer’s agreement for Mr. Stoltzfus.
The fee Schedule is being removed from the agenda at this time. With building codes probably changing and timeframe, we will review for 2010 updates later this year.
Advertising for Tunkhannock Trails II Bids: Secretary Wieand presented the bid specifications per Engineer Kevin Harrison and Roadmaster Roger Smith. After the board reviewed this document, they would also like to add paving only on the full project as well as each phase. DPW is working on bid specs for internal work that can be performed by our road crew and that is why we will ask for paving only pricing. Road Master Smith is to price specifications for work performed by the Township DPW so that when the bid packages are advertised and opened we can decide on the best dollar package for the project. Once Kevin Harrison revises the bid specs and Solicitor Lyons reviews, them we can advertise according to the requirements.
Barrett Township Proclamation: Has been prepared and framed for the celebration on July 4, 2009. The Board will need to sign it at tonight’s meeting do to time sensitivity.
EMA Trailer & radio repair: William Byron, EMA coordinator requested the repair of the radio in the trailer and updated us on the June 2009 race weekend coverage by EMA. The board is putting this request on hold. Secretary Wieand advised the board that Monroe County Office of Emergency Services held a meeting on 6/23/09 and is looking to relocate the command center and work with the Township to develop a Memorandum of Understanding and a Standard Operating Procedures guide for Raceway Events. Guy Miller and Secretary Wieand will be meeting on 7/9/09 to review both of these documents and to work towards an agreeable set of documents that will be presented to the board for proposed review and approval.
Stormwater Ordinance Amendment: The board will review the drafted Ordinance and will discuss it at the next meeting.
Tax Refund Lecznar, George 20/1E/1/150 request for veteran’s exemption has been approved. With that approval, the county has notified us of an overpayment giving him a tax refund for 2009. Place on the 7/8/09 agenda.

Memorandum of Understanding Toby/Tunk Pool 2009: This was presented to the board and reviewed with an approval to be granted tonight at the regular meeting for time sensitive.
Open Space Signs: The board reviewed the suggested names for the properties recently acquired for Open Space and have agreed with the Silver Property being called Fern Ridge Nature Preserve, but the Moyer property will be called Tunkhannock Creek Greenway and the Kim property will be called Tunkhannock Bull Pine Greenway. The board would like the price quotes by our next meeting in order to get these properties adequately signed per the DCED requirements. Place on 7/8/09 agenda.
Bulk Trash Update: Secretary Wieand gave the bulk trash report and noted our expenses were $13,828.20 (budgeted was $12,600) and our income $4,632.00 (budgeted $5,670). Food was donated valued at $113; we had 13 residents volunteer, 8 employees volunteered, and 2 supervisors. Jimmy’s Auto de-rimmed all tires that were on rims no charge and we gave him the rims in exchange. Tom’s plumbing and heating removed Freon from five refrigerators, saving us $175.00, the journal advertising cost of $109.20 ran two publications prior to the event. See attached report of totals.
UCC with Inter-Municipal Building Code Enforcement Program (IMBCEP): Bureau Veritas “Guardian” has notified the Joint Building Codes that they have reduced their staff and will be limiting inspection hours to 30 per week. Paradise Township indicated they will be dropping out of IMBCEP and are interested in knowing if we are looking to form a joint appeals board. The board indicated we are staying with our current agreement until 12/31/09 as so indicated in our letter dated 9/22/08.
Road department projects list and cost estimates: Nothing was presented from the Roadmaster prior to the meeting, he will be notified and asked to have all projects and estimated cost ready for the next meeting. Place on 7/8/09 agenda.
Public Comments: none at this time.

B. Regular Meeting
Opening: 8:01 pm Supervisor Sterner called the regular meeting to order followed by the pledge. Those listed in attendance for the work session are present for the regular meeting.
C. Old Business
Stoltzfus: The board approved Solicitor Lyons to send the Amendment to Samuel Stoltzfus and request they be back to us by the 7/8/09 meeting.
Proposed advertising for Tunkhannock Trails II road paving project. A motion by Supervisor Sterner to advertise the bid package for the Tunkhannock Trails II road bids once the additional bids specs are added to do paving only for complete project and also each phase. Seconded by Supervisor Sterner, there being no comments or questions the motion passed unanimously.
Proposed proclamation for Barrett Township: Motion by Supervisor Davenport to prepare, print and frame the proclamation for Barrett Township and to have a representative from Tunkhannock Township present this on 7/4/09. Supervisor Sterner seconded the motion, secretary Wieand offered to represent the Township if no other supervisor is available to attend. Motion passed unanimously after the comment.
Memorandum of understanding between Tobyhanna and Tunkhannock Townships: Supervisor Sterner made a motion to approve the memorandum of understanding between Tobyhanna and Tunkhannock Townships for the 2009 Pool use. Seconded by Supervisor Davenport, the motion passed unanimously after comments from Secretary Wieand that we had seven (7) applications to date for the 09 season compared to three (3) totals last year.
D. Announcement
Secretary Wieand indicated Bill Byron reported from the meeting held at MC OES regarding race weekend and the evaluation from CRA. He has concerns from the meeting.
The publication showing the Austin T. Blakeslee Park dedication is available for reading, see display rack in lobby. As of June 16, 2009, the Monroe County Conservation District has inspected the site and cleared this location of any violations at this time. The report from DEP is on file and will be available for review by any interested parties. Letters will be forwarded to IML, SCP, Ms. Terrell, Ms. Hammer, and Ms. Simmons along with the report from DEP to follow up from our May 13, 2009 meeting.
E. Public Comments
Margie Nowinski: Wanted to know when we are getting our pool that years ago was promised to the residents of this Township here in our Park. The Board indicated they had no information pertaining to that since it was prior to their office.
Mike Gillen: Asked about Mt. Terrace Estates and the out come along with the high levels of bacteria that IML is experiencing from Mt. Terrace run off. Secretary Wieand indicated she spoke with Bill Byron, President of IML and researched his questions concerning this. The Conservation district informed us it could be from beaver or geese droppings and or septic systems surrounding the lake and they gave me several Lake Management organizations for IML to contact for testing and recommendations to rectify their situation. They also stated it can’t be from Mt. Terrace Estates run off.
