TUNKHANNOCK TOWNSHIP SUPERVISORS
PUBLIC HEARING/SPECIAL & REGULAR MEETING
JUNE 9, 2010
In Attendance: Chairman Maureen Sterner, Vice-Chairman George Ewald, Supervisor Fran DePiano, Attorney Dan Lyons, Secretary Maria Wieand, and area residents.
Chairman Maureen Sterner called the Public Hearing to order at 6:48 p.m., followed by the pledge of Allegiance and noted all board members are present.
The proposed Ordinance requesting the Township change its official Map for two (2) parcels:

Lot 1 on Minor Subdivision Plan of William Lauff & The Polish
Institute
of America recorded at Plat Book 82, Page 27 owned by William
Lauff. Part of tax parcel 630300356826, and approximately 1.01
acre. Changing from C-2 to OS-W District.

Institute of America. Part of tax parcel 630300483253, and

Chairman Sterner turned the opening and presentation of exhibits over to Solicitor Lyons, who read and presented them to the court recorder.
Chairman Sterner indicated there were no questions from the board and Frank Boyskey asked the location of the postings. After the questions and comments were addressed, Chairman Sterner closed the public hearing and opened the Special Meeting.
Ordinance 2010-123 was presented and requested for adoption. A motion by Supervisor Ewald to adopt Ordinance 2010-123, amending section 812 of the Tunkhannock Township Zoning Ordinance, “Zoning Map”, seconded by Supervisor DePiano. There being no comments or questions the motion passed unanimously.
The special meeting was closed at 6:57 p.m. by Chairman Sterner.
The regular meeting opened at 7:00 p.m. by Chairman Sterner and the minutes from the May 12, 2010 meeting were presented. A motion was made by Chairman Sterner to approve the minutes as presented, Supervisor Ewald seconded, and Supervisor DePiano abstained from the vote. There being no comments or questions the motion passed.
Executive sessions: none held, but Chairman Sterner announced one will be held this evening after the meeting for personnel issues.
Secretary/Treasurer Wieand read the announcements as follows: Monroe County is planning a 175th Anniversary for 2011 and is forming a committee; anyone interested should contact Ms. Angi Bremer at abremer@co.monroe.pa.us to be part of the planning committee. Also, it will be placed on a website for anyone interested.
A notice was sent to those using our ball fields to remind them not to park in TNC, or on the fields by request of Bud Cook, at TNC.
DCNR sent notification of our community being at risk for wildfires and the MC local share account funding meeting will be held on 6/28/10 at ESU. Chairman Sterner will be attending for UMBT and will also represent Tunkhannock Twp.
Mt Pocono Borough requested our review of a proposed ordinance amendment. Secretary Wieand will forward to Dot Trauger Zoning Officer for her comments and follow up.

Treasurer’s Report – Treasurer Wieand presented the following:
Opening balance $620,652.00 (difference from previous month ending balance is $2335.62 less, she will check on the discrepancy and correct at next meeting) Income $460,063.60, interest $148.99, Payroll & payroll liabilities $38,619.34 bills paid both approved and time sensitive for the month of May $222,538.53 leaving the ending balance of $819,726.72.
Bills presented by Treasurer Wieand in the amount of $17,401.89 (Original bill list total $21,836.89 recommendation to hold on TB Disposal bill/issues with weight slips, and adding Tom’s plumbing for freon removal of $350.00)
Big Time Sports – Secretary Wieand reviewed that she had a meeting with Tracey Jones to discuss the summer program. They aren’t sure if the basketball rims will be something they can have available this summer because of time restrictions, a listing of community contacts and newspapers was given to help them get the word out. The board reiterates that the Township must have a copy of their insurance coverage and we are listed as additionally insured. Municipal Security System Repairs – Tabled until the work session.
Proposed joinder deed for Racing Incorporated & Nicholas A. & Brandy R. Igdalsky. Motion by Supervisor DePiano to adopt Resolution 2010-183, approving the joining of Lot 1608 20/11A/1/34 and 1609 20/11A/1/35 in section 1 of Raceway Village. Second came from Supervisor Sterner and Supervisor Ewald recused himself, after comments and questions were heard the motion passed with two votes.
The Monroe County Tax Assessment office is requesting a veteran’s exemption for Michael E. Cimbrec, Jr., in the amount of $303.61 for Township taxes paid in 2006, 07, 08, 09 and 2010. A motion by Supervisor DePiano to refund $303.61 to Michael E. Cimbrec, Jr., parcel # 20/8F/1/129, seconded by supervisor Ewald. There being no comments or questions the motion passed unanimously.
The 2010 memorandum of understanding between Tobyhanna and Tunkhannock Townships for the use of the pool has been presented. Motion by Supervisor DePiano to approve and sign the memorandum for the 2010 pool season, and seconded by Supervisor Sterner. There being no comments or questions the motion passed unanimously.
Motion by Supervisor Sterner and seconded by Supervisor Ewald to return the borrowed funds in the amount of $100,000.00 dollars to the Capital reserve account from our general operating account. There being no comments or questions the motion passed unanimously.
House on Long Pond Road – No action taken, Secretary/Treasurer Wieand indicated that Zoning Officer Trauger tried to call the resident but the phone has been disconnected. Irving Midgett indicated the owner has since lost his job and the house will be in foreclosure.
Municipal Security System, no action taken.
Addendum to conservation Agreement: no action taken.
Proposed E911 Street Signs & mailing addresses pending, no action taken.
Fern Ridge Greenway: Supervisor Ewald indicated cleanup and removal of building will continue and hopes that it will wrap up soon. Jim Davenport commented and asked why the DPW didn’t get the opportunity to clean this property up and it would have been completed by now. Ewald also indicated the ATB Park had trees donated and planted on behalf of NASCAR for every green flag raised at Pocono. Hank Dannecker asked what kinds of trees were planted.
Grant Writer: No action taken. (Chairman Sterner indicated we need to make contact with him to reschedule.)
IML E. Coli Mud Run – No action taken.
Reports were given by Supervisors, representatives and secretary.
Public Comments:
· Mike Gillen: Asked about signs on the roads and when will the Township take care of this.
· Bill Byron: commented on the office and how busy Maria was when he came by the office last week and why wasn’t afternoon help given to her while Dot was on vacation, it was done for Dot while Maria was out.
· Marie Rivera: commented that the public should be more thankful that the current board is being more watchful of our money.
· Peggy Yencho: Passed
· Betty Terrell-Cruz: commented on staffing issues and asked when will the audit be available?
· Joe Warriner: Asked if anyone knew the answer for the fields in the back for a solar farm. (These are designated for recreation only)
· Jim Davenport: Commented that Barbara Land, the Planning Commission Secretary, has jumped in and taken over nicely, and is very organized as well as efficient.
Motion was made by Supervisor Sterner to adjourn at 8:22 p.m. and seconded by Supervisor DePiano, there being no additional comments or questions the motion passed unanimously.
