MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS

 WORK SESSION AND REGULAR MONTHLY MEETING HELD JULY 9, 2007

The Tunkhannock Township Board of Supervisors held their Work Session and Regular Meeting on July 9, 2007.  Those in attendance were Supervisors' Richard G. Van Noy, Jim Sterrett, Recording Secretary Maria Wieand, Zoning Enforcement Officer Kate Lambert, Roadmaster Bruce Walder, Solicitor Ed Scacchitti, and area residents.  Chairman Van Noy called the meeting to order at 7:00pm.  Absent from the meeting were Supervisor Francis A. Altemose, II, and Secretary/Treasurer Donna Verdes. 

Call To Order

Work Session 

(1)                 Proposed Five-member Board of Supervisors by Hank Danneker 

(2)                 Proposed request by Zoning Officer Kate Lambert to have Kevin Harrison review our current Stormwater Ordinance               

(3)                 Proposed Amendment to the Zoning Ordinance concerning driveways from the Planning Commission  

(4)                 Conditional Use Hearing for a new billboard per the Planning Commission recommendations 

(5)                 Proposed Resolution for the disposition of records. 

(6)                 Addendum to Local Government Mutual Aid Agreement   

(7)                 Proposed hiring for DPW 

Public Comments:

Mark Edgar- When will item number four (4) be addressed? 

Mike Gillen- Will we run into problems not having a quorum like the one for last weeks work session in the future.

Minutes:

The following minutes were presented:           June 11, 2007 

A motion by Supervisor Sterrett to accept the minutes, seconded by Supervisor Van Noy.  There being no further comments the motion passed unanimously. 

Chairman Van Noy announced that an Executive Session was held after the June 11, 2007 meeting for personnel & legal reason. 

Public Comments concerning items on Agenda:      

Chairman Van Noy noted the Solicitors compensation was listed twice (2) and he corrected the final bill amount. 

Betty Terrell-Cruz- Why is Ed Scacchitti paid twice and why do we need travel trailer?  Why did we purchase extension cords from Friedman Electric, what was Joe’s convenience store purchase, Powell’s what are the roller parts for, and what is the PSMA for what or who?  If the trailer has problems and needs, any more work how are we going to pay for it since we have depleted all funds in the EMA.  

John Kadany- What was the $4,500.00 to the Commonwealth of Pa.  What is the travel trailer being used for, and is it correct that we have spent $8166 for it including equipment purchased for it?  What is budgeted for the EMA?  

Gary Verdes- Is the communication in the trailer set up, and are we on the same frequency as the county?

Motion by Supervisor Sterrett to approve the Treasurer’s report.  Seconded by Supervisor Van Noy.  There being no comments the motion passed unanimously. 

Bill List:  Bills in the amount of $228,700.33 were presented.  Motion by Supervisor Sterrett approve the bill list.  Seconded by Supervisor Van Noy.  After comments and questions, the motion passed unanimously.  

Announcements:                

Pocono Mountain Book Fair August 11, 2007 –free event open to the public.  Book, art, & food vendors needed- see flyers in lobby for reserving a vendor spot.  

Thank you to Time Realty for a wonderful Tunkfest day.

Old Business:

-               Proposed Amendment to Zoning Ordinance #2005-103, Article VII, “Signs”, Section 701 D.

A motion by Supervisor Sterrett to adopt Ordinance 2007-103, Amending Zoning Ordinance #2005-103, Article VII, “Signs”, Section 701 D.  Seconded by Supervisor Van Noy.  After comments and questions, a roll call vote was taken: Chairman Van Noy-Yes, Supervisor Sterrett-Yes, Supervisor Altemose, II-Absent.  The motion passed two (2) yes, one absentee.

-               Proposed Amendment to Zoning Ordinance #2005-103, Article VIII, Section 807 E.  A motion by Supervisor Sterrett to adopt Ordinance 2007-104, Amending Zoning Ordinance #2005-103, Article VIII, Section 807 E. Seconded by Supervisor Van Noy.  After comments and questions, a roll call vote was taken: Chairman Van Noy-Yes, Supervisor Sterrett-Yes, Supervisor Altemose, II-Absent.  The motion passed two (2) yes, one absentee.  

-               Proposed Inter-Municipal Transfer of Liquor License R.19967.  A motion was by Supervisor Sterrett to grant the transfer of liquor license R. 19967 from East Stroudsburg, PA to Blakeslee, PA, for the Stonecrest Restaurant, Tunkhannock Township, Monroe County.  Seconded by Supervisor Van Noy, there being no comments or questions the motion passed unanimously. 

New Business: 

-               Proposed request by Zoning Officer Kate Lambert to have Kevin Harrison review our current Stormwater Ordinance.  A motion by Supervisor Sterrett authorizing Engineer Kevin Harrison and the Township Zoning officer to draft an Amendment for the Stormwater Ordinance.  Seconded by Supervisor Van Noy.  There being no comments or questions the motion passed unanimously.  

-               Proposed Advertising to Amend the Zoning Ordinance Concerning Driveways.  A motion by Supervisor Sterrett to advertise for the proposed driveway amendment.  Seconded by Supervisor Van Noy, there being no comments or questions the motion passed unanimously.  

-               Proposed Resolution for the Disposition of Records.  A motion by Supervisor Sterrett to adopt Resolution 2007-112 to dispose of the records indicated as exhibit A of the resolution.  Seconded by Supervisor Van Noy, there being no comments or questions the motion passed unanimously.  

-               Proposed Advertising of Public Hearing for Conditional Use Application.  A motion by Supervisor Sterrett to authorize the Solicitor to advertise for the Public Hearing for Conditional Use.  Seconded by Supervisor Van Noy, there being no comments or questions the motion passed unanimously. 

-                   Addendum to Local Government Mutual Aid Agreement.  A motion by Supervisor Sterrett to accept the addendum to the Local Government Mutual Aid Agreement.  Seconded by Supervisor Van Noy, there being no comments or questions the motion passed unanimously.-                    

-               Proposed Supplemental Lease Extension with the U.S. Dept. of Agriculture for the School House.  A motion by Supervisor Sterrett to approve the Lease Extension with the U.S Dept. of Agriculture for the School House.  Seconded by Supervisor Van Noy, there being no comments or questions the motion passed unanimously. 

-               Proposed Hiring for DPW.  A motion by Supervisor Van Noy to hire Tom Kraft as DPW -Truck Driver at the discretion of the Roadmaster and after the retirement of Tom Delese.  Reluctantly Seconded by Supervisor Sterrett, after comments and questions the motion passed unanimously.

Public Comments:   

Mike Gillen- Feels the Township is being affected by the absence of the third Supervisor and would like to know what can be done.  

Betty Terrell-Cruz- Their Tunkfest, should be referred to as Our Tunkfest and she felt that it was someone else’s Tunkfest and charge a dollar for everything and give the proceeds to the fire company.  Monies available for emergency services and she is passing that information along to Jim.  Mileage rate has been going up and up each year and feels, voters will not be very open to supporting an effort to increase the mileage when the Township isn’t making and effort to cut back.  Who is the vacancy officer and when was he appointed.  Requesting the Supervisors carefully review the Stormwater Amendment since it was just done recently.  Volunteering for going through the disposition of records to look for archived information. 

Gary Verdes- Introduced himself as the VP of the Independent Bi-Partisan Coalition, he thanked Tunkfest for a job well done.  The organization registered voters at Tunkfest, and was very happy to be a part of the event.  He then gave an overview of the organization, their goals, and areas they will focus on to help bring American together.  The organization has been speaking with Representative Carroll and talking about the I-80 tolls, and the last item would be to place newsletters and information the Township Lobby. 

Betty Terrell-Cruz- Asked to have the Democratic Committee placed on the agenda for the next meeting, since IBPC committee was able to give a presentation.   

Motion to adjourn by Supervisor Sterrett seconded by Supervisor Van Noy.  There being no further comments the motion passed unanimously.  Meeting adjourned at 8:06 pm.
