Meeting Minutes
Re-organization January 5, 2009

Opening:

The regular meeting of the Tunkhannock Township Board of Supervisors was called to order at 7:00 a.m. by Chairman Van Noy.

Present:

Supervisors: Van Noy, Sterner, Davenport, and Secretary/Treasurer Wieand.  

A.     Office Nominations

A motion by Supervisor Davenport to appoint Supervisor Sterner as temporary chairman and to appoint Secretary Wieand as Temporary secretary.  Seconded by supervisor Van Noy and carried unanimously.  

Acting Chairman Sterner opened the nominations for Chairman of the Board, Motion by Supervisor Davenport to nominate Richard Van Noy as Chairman of the Board of Supervisors.  Seconded by acting chairman Sterner and carried unanimously. Motion to close nomination by Supervisor Davenport seconded by Supervisor Van Noy and carried unanimously.   The motion to elect Richard Van Noy as Chairman of the Tunkhannock Township Board of Supervisors was made by Supervisor Sterner, seconded by Supervisor Davenport and was carried unanimously.   The meeting is turned over to Chairman Van Noy.  Nominations are now open for Vice Chairman:

Supervisor Davenport motioned to nominate Supervisor Sterner as Vice-Chairman, seconded by Chairman Van Noy. There being no other nominations, nominations are now closed.  Motion By Supervisor Davenport to elect Supervisor Sterner to Vice-Chairman, seconded by Chairman Van Noy and Carried unanimously.  Appointment of Secretary/Treasurer:  Motion by Chairman Van Noy to appoint Maria Wieand as the 2009 Secretary/Treasurer for the Board of Supervisors seconded by Supervisor Sterner and carried unanimously.        

B.     Appointees

Motion by Supervisor Sterner to adopt Resolution 2009-154 appointing the following as listed and those items tabled until the next regular meeting as listed:           

C.        Depositories

Motion by Supervisor Sterner to appoint: PLGIT Intergovernmental Fund, The First National Bank of Palmerton, PNC Bank, and Morgan Stanley as depository for checking, money market, savings accounts and CDs for all funds.   Second by Supervisor Davenport and carried unanimously.  Motion by Supervisor Sterner to appoint Secretary/Treasurer Wieand and Richard Van Noy, Maureen Sterner, and James Davenport as the representatives to draw down by resolution any drafts, bonds or other obligations that may come before the board.   Motion by Supervisor Davenport to Authorize Daniel P. Lyons, Solicitor to hire experts on regulatory items that may come before the Board only with prior approval of the board.  Seconded by Supervisor Sterner and carried unanimously.

D.                      Delegates to the State Convention

Motion by Supervisor Davenport to authorize the Board of Supervisors, Secretary and anyone else the Supervisors’ deem necessary to attend the State Convention.  The voting delegate will be Supervisor Sterner.  Seconded by Chairman Van Noy and carried unanimously.

E.                 Treasurers Bond

Motion by Supervisor Sterner to set the bond for the treasurer at $2,000,000.00, seconded by Supervisor Davenport an carried unanimously.

F.                  Monthly Meeting Schedule

Motion by Supervisor Davenport to set the Regular Monthly meetings for the second (2^nd) Wednesday of every month and a work session on the fourth (4^th) Wednesday of every month at 7 pm, and to have the Secretary advertise accordingly with the announcement of Executive sessions and special meetings as noted by Supervisor Lyons at a previous meeting.  Seconded by Supervisor Sterner and carried unanimously. 

G.                Set Salaries

Motion by Supervisor Sterner to set the 2009 salaries as follows:

Secretary/Treasurer, $19.76 per hour   

            Planning/Grants Administrator, $18.88 per hour

   Zoning Officer, $16.46 per hour  

               Percolation Test Technicians, $150.00 per test   

     Ken Henning - Tax Collector - 5%

                                                                                     Auditors, $10.00              

H.                Independent Contractors

Supervisor Davenport made a motion to appoint Hanover Engineering Associates, Inc. as the firm to be our sewage enforcement officer naming Scott J. Brown License # 01716, Pamela J. Kemecsy license # 03662 and Jacob A. Schray license # 03134 as acting officers and adopting their current fee schedule as presented and Custom Administrative Service as the company to supply clerical/administrative work for the Township and adopting their current fee schedule as presented.  Seconded by Supervisor Sterner and carried unanimously. 

I.                   Holiday Schedule

Supervisor Sterner mad a motion to adopt the 2009 holiday schedule as presented. Seconded by Supervisor Davenport and carried unanimously.

Adjournment:  Chairman Van Noy motioned to adjourn at 7:45am, seconded by Supervisor Sterner and carried unanimously.
