2006 REORGANIZATION MEETING & REGULAR MONTHLY MEETING

JANUARY 3, 2006

The Tunkhannock Township Board of Supervisors held a reorganization and regular monthly meeting on January 3, 2006 at 7:30pm in the Municipal Building, Long Pond Road, Long Pond, PA. Those in attendance were Supervisors’ Richard C. Van Noy, Jim Sterrett and Francis Altemose, II, Secretary Donna Verdes and area residents. Supervisor Francis A. Altemose, II called the meeting to order at 7:00pm.

Motion by Supervisor Sterrett to appoint Francis Altemose, II as the temporary Chairman and to appoint temporary Secretary Donna Verdes for purpose of reorganization. Seconded by Supervisor Van Noy. There being no comments motion carried unanimously.

Acting Chairman Altemose, II stated that nominations were now open for 2006 Chairman of the Board of Supervisors. Supervisor Sterrett nominated Richard G. Van Noy as Chairman. Supervisor Altemose, II, seconded the nomination. There being no other nominations, nominations were closed. Motion to elect Richard G. Van Noy as the 2006 Chairman of the Board of Supervisors. Seconded by Supervisor Sterrett. There being no comments motion carried unanimously.

The meeting was then turned over to Chairman Van Noy.

Chairman Van Noy stated that nominations were now open for 2006 Vice-Chairman of the Board of Supervisors.

Chairman Van Noy nominated Supervisor Sterrett as the Vice-Chairman of the Board of Supervisors. Seconded by Supervisor Altemose, II. There being no other nominations, nominations were closed. Motion to elect Supervisor Sterrett as the 2006 Vice-Chairman of the Board of Supervisors. Seconded by Dick Van Noy. There being no comments motion carried unanimously.

Motion by Supervisor Sterrett to appoint Donna Verdes as the 2006 Secretary/Treasurer. Seconded by Francis Altemose, II. Jim Sterrett and Francis Altemose, II yea. Chairman Van Noy abstained. Motion carried.

Dick Van Noy thanked the other Supervisors for their vote of confidence in electing him Chairman. He also thanked the voters of Tunkhannock Township for electing him as Supervisor. He thanked Bill Bourke for his many years of service and for enticing him to run for the office. He thanked his wife and daughter for their support. He read a testimonial to past Supervisors and that due to them Tunkhannock Township has a good foundation on which to go forward. He supports the Fire Company, Open Space, the Racetrack and a balance between residential and commercial development, the Pocono Mountain Regional Police and recreation within our community. He pointed out that Tunkhannock Township's DPW was the most highly visible of Township staff and that a lot has been done but more needed to be done. He stated that the Supervisors need the help of volunteers, staff and residents to keep us at the front of other Townships in Monroe County. He again thanked everyone and stated that his phone was always open for any suggestions.

Seconded by Supervisor Altemose. After comments, motion carried unanimously

Motion by Supervisor Sterrett to appoint PLGIT Intergovernmental Fund, The First National Bank of Palmerton, PNC Bank, and Morgan Stanley as depository for checking, money market, savings accounts and CD’s for all funds. Seconded by Supervisor Altemose, II. There being no comments motion passed unanimously.

Motion by Supervisor Sterrett to appoint Donna Verdes and any of the Supervisors Francis A. Altemose, II, Jim Sterrett and Richard G. Van Noy as the representatives to draw down by resolution any drafts, bonds or other obligations that may come before the board. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

Motion by Supervisor Sterrett to authorize Edmund Scacchitti of Olivetti & Scacchitti to hire experts on regulatory items that

may come before the board only with prior approval of the Board of Supervisors. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

Motion by Supervisor Sterrett to Authorize the Board of Supervisors, Secretary and anyone else the Supervisors’ deem necessary to attend the State Convention in April. The voting delegate will be Chairman Van Noy. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

Motion by Supervisor Sterrett to set bond for the treasurer at $2,000,000.00. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

Motion by Supervisor Altemose, II to set the Tunkhannock Township Board of Supervisors regular monthly meetings as follows:

The 2nd Monday of each month at 7:00 p.m. at the municipal building, Long Pond Road, Long Pond, Pennsylvania.

The Monday preceding the regular monthly meeting at 7:00 p.m. (which is actually the first Monday of the month) and the Fourth Wednesday of each month at 5:30 p.m. in the municipal building, Long Pond Road, Long Pond, Pennsylvania.

Seconded by Chairman Van Noy. There being no comments, motion passed unanimously.

Motion by Supervisor Sterrett, to set the 2006 salary for Secretary/Treasurer at $18.38 per hour and Roadmaster at $20.97 per hour. Supervisor Altemose, II seconded the motion. All in favor, motion passed unanimously.

Supervisor Sterrett announced the office closings for 2006.

Chairman Van Noy made a motion for naming the holidays for 2006. Supervisor Altemose, II seconded. All in favor, motion passed unanimously.

There being no further reorganization business, the Board went directly into the January regular monthly meeting.

The Treasurer’s report was presented as follows: Receipts $103,598.22

Disbursements $285,409.38

General Fund Balance $403,361.89

Liquid Fuels Fund Balance $378,099.90

Motion by Supervisor Sterrett to accept the Treasurer’s report. Seconded by Chairman Altemose, II. There being no comments, motion passed unanimously.

Motion by Supervisor Sterrett to pay the bills in the amount of $104,553.84. Seconded by Supervisor Altemose, II. There being no comments, motion passed unanimously.

The meeting schedule for January was read.

Old Business:

Motion by Supervisor Altemose, II to authorize the Tunkhannock township board of supervisors to enter into preliminary discussions with Richard Kim to acquire 50 acres of land more or less owned by him and located in Tunkhannock township. The terms of the discussions shall include the limitation that the acreage will be acquired for municipal use only under the guidelines or criteria established by Monroe County for grant award for land acquisition purposes and grant restrictions from the department for the conservation of natural resources. Seconded by Supervisor Sterrett. After comments, motion passed with two in favor and one abstention by Jim Sterrett.

Motion by Supervisor Altemose, II, to form the Tunkhannock Township 150th Anniversary Committee and to appoint Bill Bourke as the Chairman of the Committee. Seconded by Supervisor Sterrett. After comments motion passed unanimously.

Bill Bourke stated that the Anniversary is set for Saturday, July 8th from 11am – 5pm and that volunteers are necessary. Details will be forthcoming.

New Business: Chairman Van Noy stated there were positions available at the Township

Motion by Chairman Van Noy to advertise for the following positions to be filled: Zoning Officer, Percolation Technician, Planning Commission Member, and Environmental Advisory Council (EAC) Associate Member. Seconded by Supervisor Sterrett. After comments motion carried unanimously.

Reports:

Supervisor Altemose, II – There were no EAC, EMA or COG meetings for the month of December. The minutes for the Joint Open Space have been posted.

Supervisor Sterrett – The Clymer Library report is up to Bill Chatham. EMS minutes will be posted as soon as we receive them.

Supervisor Van Noy – Per Bill Bourke there was no Regional Comprehensive Land Use Plan in December. There was no Joint Building Codes Enforcement meeting in December but there will be a meeting on January 20th at 7 p.m. at Coolbaugh Township.

Per Bill Bourke, The Pocono Mountain Regional Police Board passed their budget.

Any other minutes not posted will be posted upon completion.

There being no further business, Chairperson Van Noy opened the floor to comments.

Gary Verdes – He echoed what Bill said.

Jim Sterrett – stated the reason the Dick Van Noy was Chairman was due to his many years with local government and government administration.

There being no further comments, motion by Supervisor Sterrett , to adjourn. Seconded by Supervisor Altemose. There were no comments, motion passed unanimously. The meeting ended at 8:03p.m.
