MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS
REGULAR MONTHLY MEETING HELD FEBRUARY 13, 2006
The Tunkhannock Township Board of Supervisors held their
regular monthly meeting on February 13, 2006. Those in attendance were
Supervisors Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II,
Secretary/Treasurer Donna Verdes, Solicitor Ed Scacchitti, Acting Zoning
Enforcement Officer Dot Trauger and area residents. Chairman Van Noy called the
meeting to order at 7:00 PM.

Motion by Supervisor Sterrett to approve the minutes as written. Seconded by
Supervisor Altemose, II. Chairman Van Noy abstained. Motion passed.
January 3, 2006 Reorganization and Regular Monthly Meeting

Motion by Chairman Altemose, II to approve the minutes with the following
corrections to the January 3, 2006 Reorganization and Regular Monthly Meeting: 2nd
Line Richard D. Van Noy should be Richard G. Van Noy. Sixth paragraph Supervisor
Richard Van Noy nominated Jim Sterrett as the Vice-Chairman. Under appointments
Dorothy Trauger – Remove Assistant section and in same section Richard Van Noy
and Dot Trauger as Member of 911 Re-Addressing Committee remove Richard Van Noy
because he is appointed twice. Motion seconded by Supervisor Sterrett. There
being no further comments. Motion passed unanimously.
Matters Arising: At the December 28, 2005 meeting when reading the Attachment
A of Resolution 2005-112 Transferring Unencumbered Monies from one account to
another the line item. The resolution was correct but it was read incorrectly.
The correct wording should have been: $8,000 FROM 409.140 Bldgs.
Groundskeeper TO 452.140 Ground Maintenance Salaries. Motion by
Supervisor Sterrett to approved the correction and transfer. Seconded by
Altemose, II. There being no comments motion passed unanimously.
Treasurer's Report: Treasurer Donna Verdes presented the Treasurer’s report
General - Receipts $ 81,115.25
Disbursements $110,350.60
General Balance $354,418.56
Liquid Fuels - Liquid Fuels Balance $378,860.68
Motion by Chairman Van Noy to accept the treasurer’s report. Seconded by
Supervisor Sterrett. There being no further comments, motion passed unanimously.
Bills in the amount of $214,848.62 were presented. Motion by
Supervisor Altemose, II to approve the bill list. Seconded by Supervisor
Sterrett. After comments and questions, motion passed unanimously.
Announcements:
Chairman Van Noy announced the following:
- Clymer Library Book Mobile is every other Wednesday 2:30 - 3:30 pm at
Willie's Deli at the corner of Route 115 and Mountain Road (February 14 &
March 1, 2006) - Attendance for book mobile is down. Ned Ramm The Rotary club
is working out a donation to sponsor a program to get more publicity for the
book mobile to increase attendance. The library also features different
artists throughout the year and resident Steve Kager is going to be featured
in April.
- Redevelopment Authority of the County of Monroe – the flyers are in the
lobby.
Chairman Van Noy read the meeting schedule.
Old Business:
- Supervisor Altemose, II stated that Charles Henning property is officially
owned by Tunkhannock Township at this time. Chairman Van Noy stated that we
all talk about tax relief and explained the more homes that are built, the
more kids we get the more educational costs we are all burdened with and its
spread amongst all of us. We going to try if we can to get as much open space
and preserve land as we can in this Township.
New Business:
- Proposed Zoning Officer Appointment – Supervisor Altemose, II made a
motion to appoint Kate Lambert as Zoning Enforcement Officer for Tunkhannock
Township. Seconded by Chairman Van Noy. There being no comments, motion was
passed by two votes and opposed by Supervisor Sterrett.
- Proposed Committee Appointments – Motion by Supervisor Sterrett to appoint
Steve Kager as Associate Member to the Environmental Advisory Council (a
yearly appointment), Francis A. Altemose, II as the EAC Chairman, Dot Trauger
as the EAC Secretary and Ellen Lott as member to the Planning Commission for a
two year appointment (replacing Dick Van Noy and completing his term).
Seconded by Supervisor Altemose, II. There being no comments motion passed
unanimously.
- Proposed PACC Resolution – This is for the budgeted replacement of the 96
GMC Plow Truck for a 2006 Volvo single axle dump truck. Motion by Supervisor
Sterrett to adopt PACC Automotive and Equipment contract Resolution 2006-100
which enables Tunkhannock Township to participate in the procurement of any
goods, materials, equipment, or services with another local public procurement
unit. Seconded by Supervisor Altemose, II. There being no comments, motion
passed unanimously.
- Proposed Procurement Lackawanna County Resolution for Vehicle/Equipment
Purchases – This is for the Utility body of the new Utility truck (one ton)
that was budgeted. Motion by Supervisor Sterrett to adopt Lackawanna County
Automotive and Equipment contract Resolution 2006-101 which enables
Tunkhannock Township to participate in the procurement of any goods,
materials, equipment, or services with another local public procurement unit.
Seconded by Supervisor Altemose, II. There being no comments, motion passed
unanimously.

- Proposed Procurement Costars-13 Resolution for Vehicle/Equipment Purchases
– This is for the budgeted utility truck cabin chassis. Motion by Supervisor
Sterrett to adopt Costars-13 Emergency Responder Vehicle Contract Resolution
2006-102 which enables Tunkhannock Township to participate in the procurement
of any goods, materials, equipment, or services with another local procurement
unit. Seconded by Supervisor Altemose, II. After comments, motion passed
unanimously.
- Proposed Appraisals for Kim and Moyer Properties:
- The Township & Mr. Kim have reached an agreement in principal to negotiate
the purchase the Kim property consisting of approximately 50+/- acres as an
open space purchase for passive recreation. In order to establish a purchase
price the Township is obligated to obtain two independent appraisals to set a
value. Motion by Supervisor Altemose, II to approve the expenditures of $1,200
more or less to Van Fleet Appraisal Service for appraisal one (1) and $1,200
more or less to Agrarian Associates/Brian Pedrick for appraisal two (2) of the
Kim Property. After comments, motion passed two to one with Supervisor
Sterrett voting against.
- The Township and Larry Moyer have been discussing the possible purchase of
the Moyer property of approximately 62+/- acres as an open space purchase for
passive recreation. Motion by Supervisor Altemose, II to approve the
expenditure of $1,200.00 more or less to Agrarian Associates/Brian Pedrick for
an appraisal of the Moyer property. Seconded by Chairman Van Noy. Motion
passed two to one with Supervisor Sterrett voting against.
- Proposed Resolution for Economic Development Commission (EDC) – Motion by
Chairman Van Noy to adopt Resolution 2006-103 which forms the Tunkhannock
Township Economic Development Committee (EDC) to foster and enhance economic
growth within Tunkhannock Township. Seconded by Supervisor Sterrett. After
comments and questions, motion passed unanimously.
- Motion by Chairman Van Noy to appoint Joe Warriner as the Chairman to
the Economic Development Committee (EDC). Seconded by Supervisor Sterrett.
There being no comments motion passed unanimously.
- Motion by Chairman Van Noy to advertise four (4) additional members for
the Economic Development Committee (EDC). Motion Seconded by Sterrett. There
being no comments, motion passed unanimously.
Chairman Van Noy – stated that there will be staggered terms for this
committee as follows: two (2) members to a term of three (3) years, two (2)
members to a term of two (2) years and one (1) member to a term of one (1)
year.
- Proposed Board of Supervisors Conflicting Meeting Dates Changes – Motion
by Chairman Van Noy to change and/or cancel the following Board of Supervisor
meetings: June 12 Regular meeting changed to Thursday, June 15, 2006 due to
Race Weekend; September 4 Regular meeting changed to Tuesday, September 5,
2006 due to Monday being a holiday (Labor Day); October 9th Regular
meeting changed to Tuesday, October 10th due to Monday being a
holiday (Columbus Day); April 26, 2006 work session – cancelled, July 3, 2006
work session – cancelled and September 27, 2006 – cancelled. Motion seconded
by Supervisor Altemose, II. There being no comments motion passed unanimously.
- Proposed Resolution for Emergency Escape Easement - Brier Crest Woods
Emergency Egress – Motion by Supervisor Altemose, II to adopt Resolution
2006-107 Brier Crest Woods Property Owners Association adopted a Resolution to
convey a perpetual easement over Schoch’s Mill Road to Tunkhannock Township
for the limited purpose of ingress, egress and regress for emergency and/or
public safety vehicles. Motion seconded by Supervisor Sterrett. There being no
comments, motion passed with Chairman Van Noy abstaining.
- Proposed Resolution -Mt. Terrace Estates Tax ID 20/96387 Land Dedication
(Lot 1 of 2) – Motion by Supervisor Altemose, II to approve Resolution
2006-104 accepting Lot (1 of 2) Tax ID 20/96387 from P & K Developers LLC at
Mountain Terrace Estates that was agreed upon in the Land Development Plan.
Seconded by Supervisor Sterrett. After comments, motion passed unanimously.
- Proposed Resolution -Mt. Terrace Estates Tax ID 20/96388 Land Dedication
(Lot 2 of 2) - Motion by Supervisor Altemose, II to approve Resolution
2006-105 accepting Lot (2 of 2) Tax ID 20/96388 from P & K Developers LLC at
Mountain Terrace Estates that was agreed upon in the Land Development Plan.
Seconded by Supervisor Sterrett. After comments, motion passed unanimously.
- Proposed Resolution for PLGIT Procurement Cards – Motion by Supervisor
Sterrett to approve the PLIGIT Procurement Cards subject to his review.
Seconded by Chairman Van Noy. After a lengthy discussion, motion passed
unanimously.
Reports: Chairman Van Noy stated that regarding the Regional Comprehensive
Land Use Plan, they met with the County and Supervisor Altemose, II is
undertaking a special project regarding this and they are trying to meet with
the other municipalities. Coolbaugh, Mt Pocono and Tunkhannock have signed off
on this plan. Tobyhanna has yet to sign off it. We need action to move forward
and he will be trying to get this moving on behalf of the County and that we
were the lead municipality. Dot Trauger stated that there was nothing to report
on Joint Building Codes. Chairman Van Noy reported that there would be a meeting
tomorrow evening for the Pocono Mountain Regional Police Board. Mike Gillen
reported that the Board had their reorganization meeting on January 10. The
following people were elected: Roy Gross is Chairman, John Kerrick from
Tobyhanna is Vice-Chairman, Nancy Golowich from Mount Pocono is Treasurer,
Robert Hutchins from Coolbaugh is Secretary. New members are Dick Van Noy and
Bob Zito from Coolbaugh. Harry Lewis was promoted to Lieutenant. The Year end
report is in the office for anyone to see. Complaints were up 7%, Arrests up
15%. We supply 11.5% of budget and at the end of the year we were only 12 hours
over the budget. Tunkhannock had 2,153 complaints last year. All 911 hang ups
are responded to just in case someone was forced to hang up.
Supervisor Sterrett stated that the EMA had nothing to report.
Bill Chatham- Reported that the Clymer Library minutes were posted and there
were discussions about modernizing the rules and regulations and better managing
their money by putting it into CD’s. Chairman Van Noy stated that the Rotary
Club is working with the new director to start a program to get dictionaries
into kids hands and to participate in the book mobile.
Supervisor Altemose, II reported that the draft for the EAC minutes were
posted, Joint Open Space meeting was cancelled last month. Last month’s COG
meeting was cancelled due to bad whether and the December minutes were posted.
EMS minutes were not available yet. Monroe County Task Force minutes from prior
months were posted.
Dot Trauger – stated the Township Planning Commission minutes were posted.
Public Comments:
Mike Gillen – Thanked Dot for getting the junk car removed.
Betty Terrell-Cruz – Dirt Pile and Flooding on Mountain Road – Supervisor
Sterrett stated that Bruce is looking into both. Mentioned Article in Pocono
Record of monies available for Open Space that have not been spent. A lengthy
discussion occurred regarding open space procedures and deadlines.
Bill Chatham – commented on a news report on channel 13 regarding cherry
trees being swiped and was wondering if it was our Township again. No one
thought it was.
Chairman Van Noy – Thanked the secretary, Donna Verdes for putting together
all the stuff for the Binders that keeps them organized.
There being no further public comments, Supervisor Sterrett made motion to
adjourn the meeting to go into Executive Session. Seconded by Chairman Van Noy.
Motion passed unanimously. The meeting adjourned at 7:55 p.m.
