MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS

REGULAR MONTHLY MEETING HELD AUGUST 14, 2006

The Tunkhannock Township Board of Supervisors held their regular monthly meeting on August 14, 2006. Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II, Secretary Donna Verdes, Solicitor Ed Scacchitti, Roadmaster Bruce Walder and area residents. Chairman Van Noy started the Regular monthly meeting at 7:05 PM.

  • Supervisor Altemose, II, made a motion to accept the minutes as written. Supervisor Sterrett seconded the motion. They’re being no comments. Motion passed unanimously.

    ChairmanVan Noy stated Executive Sessions were held prior to after July 26, 2006 meetings for legal reasons and prior and Executive session was held prior to this meeting.

    Matters Arising:

    Sterrett to sign the Mutual Aid agreement for Regional Police subject to revision which would be to strike clause reading our Township has to maintain Liability coverage for their negligent acts. (Our Attorney Ed Scacchitti was the only lawyer out of 10 who caught this clause and brought it to the attention of the Regional Police). Seconded by Supervisor Altemose, II. There being no comments or questions, the motion passed unanimously.

    Supervisor Van Noy they can make an appointment individually.

    Treasurer’s Report: Donna Verdes presented the Treasurer’s report:

    Receipts : $199,234.56

    Disbursements: $263,469.12

    General Balance $512,717.68

    Liquid Fuels balance $503,178.90

    Motion by Supervisor Sterrett to accept the treasurer’s report. Seconded by Supervisor Altemose, II. There being no comments, the motion passed unanimously.

    Bills in the amount of $232,290.93 were presented. Motion by Supervisor Altemose, II to approve the bill list. Seconded by Supervisor Sterrett. After comments and questions, motion passed unanimously.

    Announcements: Chairman Van Noy announced the following:

    Chairman Van Noy read the meeting schedule. The following changes where noted: The Planning Commission meeting on August 16, 2006 has been cancelled (lack of business), and the Regional Police was listed on the 8th and 12th. The 12th is the correct day, and the 8th will be removed from the schedule.

    Old Business:

    - Proposed Transfers to New Open Space Fund. At the last regular meeting a motion was passed authorizing the appropriate Township Officials to transfer $17,649.39 out of the General Fund representing the balance of the loan proceeds from the refinancing of the Fire Co. loan to open a new fund titled "Tunkhannock Township Open Space Fund" which will be used to fund future expenditures of the Township's Open Space Acquisitions. We received the check from DCNR for $207,000.00 in reimbursement for the Henning Property acquisition. The check was deposited into the Capital Reserve Fund because that is where the expenditure of $190,237.51 for the purchase of the Henning property was taken. We have reimbursed the General Fund for the $150.00 Metes & Bounds Survey that was paid for in 2006. We would like to take the balance of $16,612.49 and transfer that to the New Open Space Fund. A motion by Supervisor Altemose, II to adopt Resolution 2006-116 authorizing the Supervisors to fund a new account titled Tunkhannock Township Open Space Fund with Penn Star Bank. The Supervisors desire to allocate the amount of $17,649.39 out of the General Fund which was from Proceeds of the refinancing of the mortgage for the New Fire Co. building which was deposited in the General Fund under line item 393.101. Furthermore we would like to transfer $16,612.49 from the Capital Reserve Fund which is the balance of the reimbursement for the Henning Purchase from DNCR to new Open Space Fund. The Open Space Fund would total $34,261.88 for future expenditures. Motion seconded by Supervisor Van Noy. After comments and questions the motion passed two (2) to one (1), Supervisor Sterrett being against.

    - Proposed Expenditure to Secure the Option for the Purchase of the Kim Open Space Property. A motion was made by Supervisor Altemose, II, to approve an expenditure of $1,000.00 to secure the option for the purchase of the Kim Open Space Property to be taken from the Open Space Fund. Seconded by Supervisor Van Noy. After comments and questions the motion passed two (2) to one (1), Supervisor Sterrett being against.

    - Proposed Expenditure for Surveying/Minor Subdivision fees for the Kim Property. A motion was made by Supervisor Altemose, II, to approve expenditure not to exceed $8,000.00 to Robert G. Beers for all required survey work for the purchase and minor subdivision of the Kim property to meet the requirements for the grants. The expenditure should come out of the Open Space Fund. Seconded by Supervisor Van Noy. After comments and questions the motion passed two (2) to one (1), Supervisor Sterrett being against.

    New Business:

    - Proposed Elliott & Virginia Garrison Joinder deed. Elliott & Virginia Garrison are requesting permission to join two (2) lots in Stonecrest Park. The Sewage and Zoning Departments as well as our Solicitor have reviewed the proposed deed and all is in order. A motion was made by Supervisor Sterrett to adopt Resolution 2006-110, approving the Joining of two (2) lots as follows: Lot 123 (Section N-2, Tax ID No. 20/8F/1/149) and lot 124 (Section N-2, Tax ID No. 20/8F/1/150) in Stonecrest Park. Seconded by Supervisor Altemose, II. After comments and question the motion passed unanimously.

    Reports:

    Chairman Van Noy:                                              Joint Building Codes Enforcement – none, no meeting.

    Pocono Mountain Regional Police Board – Mike Gillen gave updates from meeting, and minutes are posted on the bulletin board.

    Pocono Mountain School Board – Betty Terrell-Cruz advised the School Board is looking for residents to sit on a Tax Review Board.

    Supervisor Sterrett:                                              EMA – none, no meeting.

    Tunkhannock Township Armed Forces Committee – no meeting. Bruce Walder added the foundation for the monument will be done soon.

    Supervisor Altemose:                                          EAC - minutes posted. Joint Open Space Committee –minutes posted.

                               Regional Comprehensive Land Use Plan – none

    Bruce Walder: Monroe County Task Force –report was given by Road Master Bruce Walder from meeting, and minutes are posted.

    Dot Trauger: Township Planning Commission - draft of minutes are posted- meeting on August 16, 2006 cancelled.

                                                                                    Donna Verdes Clymer Library – none.

    Public Comments: Chairman Van Noy opened the floor to the public.

     

    There being no other comments a motion was made by Supervisor Sterrett to adjourn the meeting, seconded by Supervisor Altemose, II and passed unanimously. Meeting adjourned at 8:15pm.
