MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS
REGULAR MONTHLY MEETING HELD APRIL 10, 2006
The Tunkhannock Township Board of Supervisors held their regular monthly meeting on April 10, 2006. Those in attendance were Supervisors Richard G. Van Noy, Jim Sterrett and Francis A. Altemose, II, Assistant Secretary Dot Trauger, Solicitor Armand Olivetti, SEO Bev Riker and area residents. Chairman Van Noy called the meeting to order at 7:00 PM.

Francis A. Altemose, II made a motion to accept the minutes as written. Jim Sterrett seconded the motion. Motion passed unanimously.
Executive Sessions were held prior to March 22nd Work Session and after for legal reasons. Also prior to April 3rd Work Session for legal reasons and following for personnel and legal reasons.

Old Business:
The Bulk Trash Bids were opened by Chairman Richard Van Noy. Bids for the spring and fall cleanup are as follows:
J. P. Mascaro: 40 cubic yard containers -no haz-mat, metal or tires $560.00 each
40 cubic yard metal container $175.00 each
40 cubic yard tire container $1,750.00 each
Waste Management: Bid for 30 cubic yard containers. Bid not according to specifications.
Proposed DCNR Kim Property Grant Resolution - Motion by Francis A. Altemose, II to adopt resolution number 2006-108 whereby the Township desires to apply to DCNR for a grant to purchase the Kim Property. Motion was seconded by Dick Van Noy. After questions & comments, motion passed unanimously.
Proposed appraisal for Moyer Property - Motion by Francis A. Altemose, II to approve the expenditure of $1,200 more or less to Van Fleet Appraisal Service for the second appraisal of the Moyer property. Motion seconded by Dick Van Noy. After questions & comments, motion passed unanimously.
Proposed negotiations for Moyer Property - Motion by Francis A. Altemose, II to enter into negotiations with Mr. Larry Moyer for the possible purchase of approximately 62 +- acres as an open space purchase for passive recreation. Motion seconded by Dick Van Noy. After questions and comments, motion passed unanimously.
Proposed negotiations for Kim Property - Motion by Francis Altemose, II to authorize the Township to purchase the Kim Property and to direct the Township solicitor to enter into negotiations for the purchase of the Kim Property. Dick Van Noy seconded the motion. After questions and comments, motion passed unanimously.
New Business:
Proposed renumbering of Ordinance No. 2006-108 (due to an error in numbering) - Francis A. Altemose, II made a motion to renumber Ordinance 2006-108 to Ordinance No. 2006-100. Motion seconded by Jim Sterrett. No questions or comments, motion passed unanimously.
Proposed new Stormwater Ordinance - Motion by Francis Altemose, II to advertise for consideration and adoption of the new Stormwater Ordinance No. 2006-101 to be conducted on May 8, 2006 at 7:00 p.m. Motion seconded by Jim Sterrett. After questions and comments, motion passed unanimously.
Proposed new Floodplain Ordinance - Motion by Francis Altemose, II to advertise for consideration and adoption of the new Floodplain Ordinance No. 2006-102 to be conducted on May 8, 2006 at 7:00 p.m. Motion seconded by Jim Sterrett. After questions and comments, motion passed unanimously.
Proposed amendments to SALDO Ordinance - Motion by Francis Altemose, II to advertise for amendments to the SALDO Ordinance. Motion seconded by Jim Sterrett. After questions and comments, motion passed unanimously.
Proposed waiver for the Thomas Neith Land Development Plan - Motion by Francis Altemose, II to approve a waiver for the Tom Neith Land Development Plan modifying one of the original conditions that Mr. Neith receive approval for a new erosion and sedimentation control plan as long as Mr. Neith complies with the erosion and control sedimentation plan he received approval for when he first came in for a land development plan in 1990. Motion seconded by Jim Sterrett. No questions or comments, motion passed unanimously.
Proposed Michael & Suzanne Lawrence Joinder Deed - Motion by Francis Altemose, II to adopt resolution 2006-109, approving the joining of lots 1507 and 1508 in Emerald Lakes (tax i.d. 20/1A/1/30 and 20/1A/1/29). Motion seconded by Jim Sterrett. No questions or comments, motion passed unanimously.
Reports:
Supervisor Van Noy: Joint Building Codes Enforcement did not have a meeting.
Supervisor Van Noy also informed the Board that due to illness, Dick Guinan had tendered his resignation from the Zoning Hearing Board. We will now need another alternate member and the current alternate member will fill that vacancy.
Supervisor Sterrett: EMA did not have a meeting. Bruce Walder said there probably wouldn’t be another meeting until next month.
Tunkhannock Township Armed Forces Monument Committee will have a meeting on April 21 at 4:00 p.m. at the Municipal Building. At this point donations have just about dried up. If anyone wants to donate or has any ideas how to raise money, please call Jim. The goal is $22,500 and we have about $11,500 yet to go.
Bill Bourke said that the recommendation from the Committee for the 150th Anniversary was to donate any monies left over from that to the Monument Fund.
Supervisor Altemose: EAC Joint Open Space Committee
All minutes from these meetings are posted or will be posted in the next day or so.
Bruce Walder: Monroe County Task Force had a very short meeting because of a very low turnout. Everyone is busy patching potholes so there probably will be a low turnout next month also.
Dot Trauger: Township Planning Commission Minutes are posted.
Bill Chatham: Clymer Library has three events scheduled. April 18 is a Caribbean food demonstration. April 23 is bowling for bucks fundraiser and Motown night is scheduled for April 25. Also, a proposal was made at the last meeting that the library be a host site for the State sponsored Senior Community Service Program and the Board approved this.
Bill Bourke: 150th Anniversary Committee. Bill reported on the itinerary for the Sesquicentennial Celebration. A parade starting at 10:30 at Route 115 & Long Pond Road will be followed by the opening ceremonies at about 12:00 noon. After the closing ceremony an amusement area for children will open. EMS will be the food vendor as a fundraiser.
Supervisor Van Noy reported on applications for the maintenance position with Tunkhannock Township DPW. The Supervisors and the Roadmaster reviewed the applications. Jim Sterrett made a motion to hire Byron Witt. Francis Altemose, II seconded the motion. After questions & comments, motion passed unanimously.
Public Comments:
Mike Gillen commented on the demolition of the burnt out home on Mountain Road which left an uncovered foundation. Dot Trauger told Mike that the owner of that lot applied for a permit last week to build a single family dwelling on the same foundation.
Gary Verdes commented on the acquisition of the Kim and Moyer properties for passive recreation. He felt it was shortsighted of the supervisors not to look into the future and provide for active recreation. Supervisor Van Noy replied that active recreation is very expensive and labor intensive. A somewhat heated discussion followed, with Supervisor Altemose explaining how the DCNR grants work.
Betty Terrell-Cruz commented that the resources for active recreation in the Township are not close to the largest segment of the Township's population. She pointed out that DCNR did have the funds available for development and acquisition of active recreation, but not for maintenance.
She asked about the culvert pipe that causes road flooding on Mountain Road. Roadmaster Bruce Walder stated that the Township would repair that pipe in the near future.
Betty asked if the Emergency Services/Control Center were owned by the County. Bill Bourke answered that it was currently owned by Stroudsburg & East Stroudsburg. Previously Stroud Township was also a part owner but they gave it up. There are negotiations currently going on for the County to take over that facility and with the 911 re-addressing almost ready to go, logically that would be the best move.
Paulette Boyskey commented on Township sign ordinances and their "No Trespassing - protected by Smith & Wesson" on their property on Route 115. They informed the Township that Regional Police told them to put it up. Paulette will get the information on the incident from Regional and the Township will investigate. Dick Van Noy suggested that the sign was not conducive to attract businesses to the Township.
Ellen Lott commented on the proposed Stormwater and Floodplain Ordinances and that it should be reviewed to make sure it protects what residents want to protect.
There being no further comments, Jim Sterrett made a motion to adjourn. Francis Altemose, II seconded the motion. Motion passed unanimously. The meeting adjourned at 8:10 p.m.
