MINUTES OF THE TUNKHANNOCK TOWNSHIP BOARD OF SUPERVISORS

REGULAR MONTHLY MEETING HELD APRIL 11, 2005

The Tunkhannock Township Board of Supervisors held their regular monthly meeting on April 11, 2005. Those in attendance were Supervisors Francis Altemose, II, Jim Sterrett and William Bourke, Solicitor Edmund Scacchitti, Secretary Donna Verdes, Zoning Officer Dot Trauger, Assistant Bev Riker and area residents. Chairman Altemose, II called the meeting to order at 7:30 PM.

The following meeting minutes were presented: February 14, 2005 and March 14, 2005 regular monthly meetings, March 14, 2005 Public Hearing, March 30, 2005 and April 4, 2005 work sessions. Motion by Chairman Altemose, II to accept the minutes. Motion seconded by Supervisor Bourke. There being no comments motion carried unanimously. Chairman Altemose, II announced that an Executive Session followed the March 30th work session and preceded the April 7, 2005 work session. Both were to discuss legal matters.

Treasurer's Report: Treasurer Donna Verdes presented the Treasurer’s report

General - Receipts $138,387.14

Disbursements $214,228.83

General Balance $360,691.56

Liquid Fuels - Liquid Fuels Balance $450,117.17

Motion by Supervisor Bourke to accept the treasurer’s report, motion seconded by Supervisor Sterrett. There being no comments. Motion passed unanimously.

Bill List: Bills in the amount of $185,200.50 were presented. Chairman Altemose, II made motion to pay the bills. Motion seconded by Supervisor Sterrett. There being no comments. Motion passed unanimously.

Announcements: Keep PA Beautiful Day – Saturday, April 23, 8-12

Clymer Library Book Mobile - April 15 & 29, 1-2 pm

Spring Bulk Trash Weekend – May 20 – 23, 9am – 6pm

The meeting schedule for April/May was read with addition of the Pocono Mountain Regional Police @ Headquarters May 10th at 7pm.

Old Business: Tunk Fest Emblem Contest Winner – Supervisor Bourke stated that we received 130 entries. This year’s emblem is hot dog. The winner is Sarah Henry, she’s 12 years old and goes to Tobyhanna Elementary Center and she is in one of Mr. Jim Eschbach’s 6th Grade Art Classes. The winner has won a $50.00 Savings Bond, a certificate of appreciation and a Tunk Fest T-shirt with her design on it.

Holiday Schedule – Supervisor Sterrett stated there was an error on the 2005/2006 Holiday Schedule. The office will be closed May 17 for Election Day not April 26.

New Business:

Bulk Trash Bids – Supervisor Bourke stated that the Township has received four (4) bids. They were as follows:

CCI Waste & Recycling Service $9,885.80

Waste Management Disqualified - did not quote on 40YD containers

Carbon Service Corp. $8,595.00

Solid Waste Services (J.P. Mascaro & Sons) $8,110.00

Motion by Supervisor Bourke to award the Spring Bulk Trash Bid to Solid Waste Services (J.P. Mascaro & Sons). Seconded by Chairman Altemose, II. There being no comments, motion passed unanimously.

Alternate Zoning Hearing Board Member – Chairman Altemose, II stated that we do not have an Alternate Zoning Hearing Board Member. If anyone is interested please inform the Township Secretary. Motion by Chairman Altemose, II to advertise the Alternate Zoning Hearing Board position that is available. Motion seconded by Supervisor Bourke. After comments, motion passed unanimously.

Reports: Chairperson Altemose, II stated that the following reports were posted. EAC Minutes and Joint Open Space, COG had a dinner therefore no minutes. The EMA meeting was not held.

Supervisor Sterrett stated that he hadn’t received the EMS minutes yet and as soon as he receives them he will post.

Bill Chatam stated the minutes were posted and mentioned that there were some building problems and since Tobyhanna owns the building they were taking care of them.

Supervisor Bourke stated at the Regional Comprehensive Land Use Plan meeting they voted to change some language in the Chapter 3. It has to go to the Planning Commission before being voted on by the Supervisors. Joint Building Codes did not have a meeting. In regard to the Pocono Mountain Regional Police Board meeting, Mike Gillen attended the Orals (exam) and Bill suggested we hear from him. Mike stated that out of 62 people that took the test, they interviewed the top 20 and then narrowed it down to six for the Oral Boards. The Oral Board is made up of one representative from each Township. Out of the six people he would hire anyone of them. They are talking about hiring one person immediately and then depending on resignations due to the upcoming election or retirees, there may be more hired. It was his first time and he was very impressed. He stated that the Chief and his staff did a fantastic job interviewing the candidates and getting the best of the best.

Supervisor Bourke announced that he was attending a breakfast at the Pocono Medical Center and it’s the second time he has been asked to attend. Last year he brought back valuable information. He asked if there was anything they wanted him to ask the Administrator. Betty Terrell-Cruz would like clarification on the billing procedures and why when you attend the emergency room there were two bills. People are being forced to go out of the County for medical care if they have the "Access Card" that physicians at the Medical Center are not accepting the card. There was further discussion. Supervisor Bourke stated he will ask both questions.

No minutes for the Task Force and Dot stated that the Planning Commission didn’t have a meeting.

Public Comments: Mike Gillen commented on his wife wanting to applaud the Supervisor’s for instituting the burn ban, apparently after Tunkhannock did it some other Township’s followed. He stated that at the next meeting he would bring a copy of an ordinance from another Township for the Supervisors to review regarding Abandoned Cars.

Peggy Yencho – Who do you call when you see someone burning? She was told to call the police and they would take care of it.

Marie Rivera – She commented on the trees and limbs during bulk trash. She wanted to know the status in regard to the Silver Co. She was informed that they did want some ordinance changes but it was sent to the Planning Commission for their recommendation. Commented on Toby Oil and B.J.’s.

Richard VanNoy - Commented on the Silver Co.

Betty Terrell-Cruz – Discussion continued regarding the Silver Co. and was informed that their petition was in regard to about 9 changes and the Supervisors are not bound by what the Planning Commission comes back with. She also had questions on the bill list and wanted to know the status of the Tobyhanna/Tunkhannock Creek EV Petition.

Supervisor Bourke announced than an Executive Session will follow to discuss legal matters.

There being no further comments, Supervisor Sterrett motioned to adjourn. Supervisor Bourke seconded. Motion passed unanimously. The meeting ended at 8:00 p.m.
